The Air Force Research Laboratory seeks to fill a non-supervisory DR-04 Digital Transformation (DT) Chief Engineer position at Wright-Patterson Air Force Base, Ohio.  This interdisciplinary opportunity is open to all who meet the engineering qualifications of a DR-04.  This position is not eligible for full-time telework or full-time remote telework.  Job duties include:

  • The AFRL DT Chief Engineer is responsible for developing, managing, and adapting the entire Science and Technology strategy for the AFRL Digital Transformation Program.
  • Job duties in this fast-paced environment include implementing a program plan that incorporates an S&T approach and employs an agile and adaptive strategy. 
  • The DT Chief Engineer will collaborate with the DT Chief Architect and Chief Data Officer to develop and implement an AFRL enterprise architecture that fully exploits digital technologies. This position is responsible for leading the development of program-level objectives and the key results that enable attainment of the objectives. 
  • The Chief Engineer will guide program personnel to develop project plans to produce specific key results. 
  • This will require working with program personnel to form cross-cutting fusion teams to engage appropriate internal and external stakeholders in project formulation, execution, and integration. 
  • Responsibilities include spearheading the continuous assessment of project cost, schedule, performance, and risk; supporting program budget development, project prioritization, and reviews; managing the incremental release of program developments to the AFRL workforce; partnering with program personnel to develop and disseminate targeted media to communicate Program information to internal and external stakeholders; and championing the use of digital technologies and agile methodologies in the execution of program business.

Required Qualifications

  • US Citizenship
  • Professional science or engineering degree from an accredited academic institution
  • Experience formulating and managing an integrated technology portfolio
  • Experience exploring and exploiting digital technologies in the context of DoD weapon-system acquisition, technology, and logistics
  • Knowledge of principles of systems engineering and ability to apply them in the context of a large, complicated program
  • At least one year of specialized experience at the DR-III/GS-14 or equivalent grade level. Specialized experience is experience providing the capacity and skills for working independently, leading collaborative events, working in teams and using these approaches to find and solve complex problems. Such experience may also include training, collaborative process facilitation, innovation design practice, writing background, editing job roles, continuous process improvement credentials, multi-agency liaison work, published work in refereed technical journals, and/or briefings to large groups.
  • COVID-19 Vaccination Requirement:  To ensure compliance with an applicable nationwide preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply.   • 2+ years of experience in a DoD System Program Office or similar DoD acquisition position
