The mission of the position is to provide outstanding contract support and customer service to AFOSR’s Engineering and Information Science branch or Physical and Biological Sciences branch through mission focused business leadership negotiating and awarding domestic and foreign contracts, grants, and cooperative agreements with universities, not-for-profit organizations, and commercial concerns. RBK support includes acting as business advisor for determining proper authorities under the law, selecting sources, coordinating and evaluating business plans, and issuance of assistance instruments. The branch also trains and on boards new employees and develops interns and Copper Caps into journeymen level Grants and Contracting Officers while providing support for international offices in Europe, Asia, North and South America.
Position Duties include, but not limited to:
- Analyzes difficult contracting issues; determines, recommends and/or implements course of action which may depart from previous approaches for long-term contract performance or short-term contracts with extremely stringent time frames.
- Researches, interprets, analyzes, and applies all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents.
- Devises special terms, provisions, and conditions applicable to the solicitation as required. Prepares solicitation documents incorporating provisions such as cost accounting standards, requirements for technical proposals with appropriate criteria, testing procedures, cost escalation factors, cost data requirements, and socioeconomic program considerations.
- Evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics. Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined.
- Provides business advice, guidance, training, and assistance to team members, technical or program personnel, functional commanders, and/or contractors on contractual language, legal responsibilities, acquisition and business related issues.

Required Qualifications
- United States Citizenship.
- Must possess or be able to obtain and maintain a Secret security clearance.
- Baccalaureate Degree from an accredited academic institution.
- Specialized experience is experience is at the next lower grade level in the pay system or equvalent system in the Federal government.
- This is an APDP position requiring Level /Tier 1 (Foundational) Non-Critical certification in Contracting (C).This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
- PCS may be authorized.
