Join our team leading the transformation of the AFRL digital landscape. We are looking for an IT Projects and Services Lead to lead a portfolio of transition projects of new IT/cyber/digital solutions & services for AFRL.

Position Duties include, but are not limited to:

  • Lead planning, implementation, and management of a portfolio of IT projects providing solutions and services  for usage across the center, ensuring adherence to project timelines, budgets, and quality standards.
  • Collaborate with government stakeholders, including department heads, project sponsors, and end-users, to define project requirements, goals, and deliverables.
  • Develop comprehensive project plans, including schedules, resource allocations, risk assessments, and mitigation strategies, to guide project execution and ensure successful outcomes.
  • Advocate for necessary resources, including personnel, funding, and technological infrastructure, required for the successful execution of IT projects.
  • Coordinate and communicate effectively with cross-functional teams, including IT specialists, developers, vendors, and external consultants, to execute project tasks and resolve issues promptly.
  • Ensure the incorporation of project artifacts, such as requirements documentation, system designs, and technical specifications, into the organization's enterprise architecture repositories.
  • Facilitate the smooth transition of new capabilities and services developed through projects to the operational teams, ensuring proper handover, training, and documentation to support ongoing operations.
  • Monitor project progress, identify potential roadblocks or deviations from the project plan, and implement corrective actions to keep projects on track.
  • Provide mentorship and guidance to other project managers within the organization, sharing best practices, offering support, and fostering their professional development.
  • Ensure compliance and alignment with government regulations, policies, and security standards throughout the project lifecycle, including data privacy requirements, accessibility standards, cybersecurity policies, and enterprise architecture standards.
  • Prepare and deliver regular project status reports, presentations, and updates to stakeholders and senior management, highlighting key achievements, milestones, risks, and issues.
  • Foster a collaborative and results-driven work environment, promoting teamwork, innovation, and continuous improvement within the project team and across departments.
  • Stay informed about emerging technologies, industry trends, cybersecurity approaches, and best practices in project management and DoD IT, and leverage this knowledge to drive innovation and efficiency in project delivery.
  • Advise leadership as a project portfolio subject-matter expert providing strategic guidance and recommendations on IT initiatives, investments, and priorities to support the organization's mission and objectives.

Must have at least one year of specialized experience at the DR/DO-02/GS-13 or equivalent grade level of the position being advertised.

 

This position is an Acquisition Professional Development Program (APDP) position requiring level 2 Practitioner Non-Critical certification in Engineering & Technical Management (N). Certification required within 5 years of position assignment.

 

Must meet DoD 8140.03 Cyberspace Workforce Qualifications Management Program foundational qualification (education/training/certification) for work role 802-IT Project Manager at

Desired Qualifications

  • Demonstrated experience in successfully implementing and managing multi-organizational IT projects in a complex environment.
  • Minimum of 5 years of hands-on experience in leading diverse teams (project teams, working groups, implementation teams) in delivery of IT/cyber projects.
  • Demonstrated ability to work with a mix of government and contractor prjoect team members in delivery of services.
  • Experience in planning and advocating for project resources, working with leadership, contracting offices, and finance teams to communicate and defend project needs.
  • Experience leading technical and programmatic aspects for IT projects across a variety of project specialization areas (e.g. system developments, system upgrades, system authorizations, policy shifts, system operations, supporting infrastructure/facility, enterprise architecture changes, etc.)/
  • Experience overseeing IT projects requiring system authorization prior to usage by Department of Defense.
  • Familiarity with Department of the Air Force and Air Force Research Laboratory IT systems, networks, and data handling requirements.
  • Familiarity working with system implementation and system authorization teams to design security-balanced solutions.
  • Demonstrated strong analytical and problem-solving skills, including the ability to manage and direct complex projects.
  • Working knowledge of the AFRL, another DoD laboratory, or similar dynamic customer environment.
  • Experience in authoring documentation and communicating complex designs to implementation teams and leadership to enable project advancement in a complex environment.
