The AFRL Headquarters Senior Personnel Advisor Divison (DSP) seeks to fill a mid-level, DO-02 position of Management Analyst located within the HQ AFRL Director of Staff Office (DS) at Wright-Patterson Air Force Base, Ohio.
 
Position duties include, but are not limited to:
  • Serves as Human Resources focal point for assigned organizations. Advises supervisors and employees on civilian personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative, and highly technical positions in rapidly changing fields.
  • Responsible for analyzing internal HR processes and identifying/recommending/implementing streamlined processes.
  • Performs research and provides guidance on proper position management and classification of new/revised positions. 
  • Advises management on the impact reclassification or restructuring may have on other positions. 
  • Determines source and qualifications for actions and recommends recruiting sources, staffing support, and guidance for non-DHA/EHA recruitment actions. 
  • Interprets laws, regulations, rules, and local policies for management. Stays current on labor market trends and organizational-wide data for paysetting, legislative initiatives and negotiated union contracts. 
  • Coordinates actions with Civilian Personnel Offices and senior management officials based on multiple civilian pay programs (GS/Lab Demo/WG). 
  • Regularly meets with management officials to discuss work status, coordinating effective dates of actions, and to stay informed of functional issues, new workloads, long-range personnel end-state needs, problems encountered, and other matters that would impact recruitment and placement of civilian employees. 
  • Provides management with advice on position management and personnel matters that may involve sensitive issues as a result of adverse actions on personnel and/or removal/involuntary separation of personnel. 
  • Prepares and presents briefings to managers on personnel issues and management advisory studies, and provides recommendations. 
  • Works with Civilian Personnel Offices in identifying potential program initiatives or special projects that could improve the use of the overall human resource force.

Required Qualifications

  • United States Citizenship
  • Males must be registered for Selective Service, see www.sss.gov
  • Must have at least one year of specialized experience at the next lower grade in the Federal system or equivalent pay system. 
  • Must be able to obtain and maintain a security clearance.

Desired Qualifications

  • Bachelor’s Degree or certification in Human Resources is highly desired.
  • Experience with Microsoft automation tools (i.e., PowerApps, PowerAutomate, etc.)  
  • Skill in communicating effectively with customers on civilian personnel matters.
  • Knowledge of available AF direct hire and expedited hire authorities, OPM qualification standards, and civilian fill process and other related personnel matters.
