The Information Directorate (AFRL/RI), Information Convergence Branch (AFRL/RIGD) in Rome, NY is seeking a highly-skilled and motivated scientist or engineer to fulfill the role of Program Manager in the areas of Unmanned Aircraft Systems Traffic Management (UTM) and Counter Unmanned Aircraft Systems (C-UAS). This position supports a wide portfolio of research, development and operational assessment of emerging technologies in support of global security operations.

This is a highly visible, rewarding position that is responsible for the execution of a number of critical projects, capability development efforts, and operational exercises in support of the National Defense Strategy, with sponsorship from offices across the Department of Defense and other government agencies. This position will support growing technical areas that provide rewarding opportunities to develop needed concepts and prototypes in support of the National Defense Strategy, with opportunities to work with Operational Units in the United States Air Force (USAF), the United Stated Space Force (USSF), and the greater DoD and Federal Government.
- Lead technical program management in highly complex technical areas to develop strategies for research and development programs that require substantial depth of analysis and organizational problem-solving skills, such as budget, schedule, contract management, program/project planning, road-map development, risk reduction, reporting and information protection for technical programs
- Recommend and implement strategic decisions which impact science or technology, to include technical planning and execution efforts of individuals and/or teams with focus on accountability, quality, and effectiveness across multiple contracts and funding lines
- Establish and foster successful working relationships with operational components, key stakeholders, and Federal partners, in support of ongoing and future development and transition of technical capabilities, to identify highly complex, sensitive, or controversial problems and develop strategies for effective resolution
- Spearhead and provide technical and programmatic oversight of efforts that enable operational feasibility assessments, to include site-surveys, installations, integration, testing and demonstration activities, in support of technology transition activities
- Lead the presentation of diverse and highly complex information of programs across the portfolio, clearly communicating progress, status, concepts, and ideas through briefings and presentations to a wide range of audiences, including AFRL leadership, stakeholders and users

Required Qualifications
- United States Citizenship
- Must be able to obtain and maintain a top secret security clearance
- Bachelor's or Master’s degree from an accredited degree program in electrical engineering, computer engineering, computer science, mathematics, physics, or related field.
- This is a drug testing designated position. The incumbent will be subject to random testing
- S&E candidates must possess a professional science or engineering (S&E) degree from an ABET accredited academic institution
- This is an Acquisition Professional Development Program (APDP) position that requires Practitioner Level certification in Engineering & Technology Management (ETM). The selectee will have two years to meet APDP requirements
- Eligibility: Candidates with 1 year of specialized experience equal to the DR-II, or GS-13 equivalent, can qualify as a DR-III; Specialized Experience is experience directly related to the position that was performed at a level equivalent to the grade directly below the position
Desired Qualifications
Knowledge and experience in executing and managing AFRL programs and contracts.
Experience with Counter UAS or UAS Traffic Management technologies or products
Advanced Degree (Masters/PhD) desirable
