The AFRL Materials and Manufacturing Directorate (RX) seeks to hire a motivated and experienced Team Lead/Program Manager in the Cyber Systems and Information Management Branch (RXOC) of the Integration and Operations Division (RXO).  

Position duties include, but are not limited to:

  • Serves as an organizationally defined Team Lead for IT Operations, responsible for providing direction and oversight for a team of government civilians and on-site support contractors.
  • Provides functional leadership and expertise across a range of technical disciplines for the branch (IT helpdesk/service request management, cybersecurity guidance, auditing, IT asset management, and continuous improvement and innovation).  
  • Acts as the program manager for the directorate’s primary IT services and support contract.
  • Provides expertise and leadership in managing projects, writing status reports, and developing team's tasks.  Schedules, directs, and monitors activities of staff to ensure quality deliverables. 
  • Conducts planning and provides recommendations to Branch Chief on task workload and staffing needs. 
  • Contributes to employee performance assessment and recognition.
  • Advises leadership and communicates with customer base on general state of IT operations and planned changes and impacts.
  • Participates in and oversees planning and tracking of team’s projects and activities.  Advocates for resources and tracks expenditures/use of IT assets and related bench stock items. 
  • Leads cross-functional and cross-organizational teams to develop and deploy new capabilities in support of the research mission.
  • Uses a variety of communication mechanisms to share IT status, planned enhancements, current issues, policy changes, and more.
  • Proactively seeks feedback and adjusts plans and procedures accordingly.

This position will be filled at the DR/DO-III level, candidates with at least one year of relevant experience at the DR/DO-II (GS-13 equivalent) level will be considered.  This position is located at Wright-Patterson AFB in Dayton, Ohio.

Required Qualifications

  • US Citizen
  • Possess and maintain a Secret security clearance.
  • Must have Acquisition Professional Development Program (APDP) Information Technology Level II or Engineering Technical Management Practitioner Certification in designated area (as defined by series), or obtain within 24 months
  • For 08XX applicants - Possess a professional science or engineering (S&E) degree, in a relevant technical field, from an accredited (or ABET accredited for engineering) academic institution
  • For 1515 applicants - Possess a degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
  • For 1550 applicants - Possess a bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science.  At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.  All academic degrees and course work must be from an accredited or pre-accredited institution.
  • For 2210 applicants - Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.  All academic degrees and course work must be from an accredited or pre-accredited institution OR IT-related experience demonstrating attention to detail, customer service, oral communication, and problem-solving.  

Desired Qualifications

  • Experience with leading teams in IT disciplines, managing IT service/support contracts, and/or executing IT support for DoD organizations.
  • Experience applying IT best practices for improvement of IT service offerings. 
  • Experience engaging or collaborating with external organizations on IT operations policies and/or activities.
  • The ability to work independently and remain responsive to multiple levels within a government laboratory organization.
  • Familiarity with IT operations within the DoD, and preferably within the DAF, AFRL, and WPAFB environments.
  • Team player with ability to lead and work across multi-disciplinary areas.
  • Certifications, training, or degrees in IT standards or best practices.
  • Certifications, training, or degrees in process improvement.
