The AFRL Integrated Capabilities Directorate (AFRL/RS), Integration & Operations Division (AFRL/RSI) seeks to hire a mid-level, DO-2210-02 Information Technology Specialist at Wright-Patterson AFB, OH in Dayton, Ohio to serve as the Directorate's Team Lead Information System Security Manager (ISSM). 
 
Position duties include, but are not limited to:
  • Serves as RS Information Technology (IT) Team Lead responsible for the oversight of Risk Management Framework (RMF), Data Management, COMSEC, and IT Project Management and requirements. 
  • Provides Information System Security Manager (ISSM) planning, implementation, & continuous monitoring of to achieve & maintain Authority to Operate (ATO) & Interim Authority to Test (IATT) for organizationally managed systems. 
  • Responsible for creation & management of plans of actions & milestones for remediation of vulnerabilities identified during risk assessments, audits, inspections, &/or operations.
  • Liaison to Information Systems Owner (ISO), Security Controls Assessor (SCA), Authorizing Official Designated Representative (AODR), Authorizing Official (AO), & other Cybersecurity POCs regarding programs' risk levels & security posture. 
  • Advises ISO on cybersecurity matters to include risks & mission impacts. Continuously monitors systems to identify & analyze relevant events, threats, & vulnerabilities, & implements corrective measures to improve cybersecurity posture. 
  • Senior cybersecurity SME for Acquisition efforts & RS representative for AFRL Cybersecurity Working Group.
  • Expert planner, analyst, & technical advisor for data management responsible for evaluating & providing recommendations of new database technologies/architectures &/or developing & administrating data standards & polices/procedures.
  • Diagnoses & resolves complex data management problems. 
  • Analyzes & translates technical specifications into integrated applications to automate processes, reduce costs, & improve quality of work products. 
  • Establishes software requirement & design specification for implementation of recommendations and manage. 
  • Designs, normalizes, develops, installs, deploys, & maintains applicable databases & associated software application tools. 
  • Reports work accomplishments, problems, & progress to leadership. 
  • Ensures efforts achieve specified outcome within mission/business strategy. Identifies/specifies requirements, operations, processes, & work products which are adaptable to automation.

Required Qualifications

  • United States Citizenship
  • Must be able to obtain and maintain a Special Sensitive (TS/SCI) security clearance.
  • Applicants must have at least one (1) year of specialized experience (SES) at the next lower grade level to qualify. For DO-02 consideration, SES must at the DO-01 or GS-11 equivalent. Examples of specialized experience include working within organizationally managed information systems to assess cybersecurity risks/threats and/or experience developing and maintaining IT databases or software application tools. 
  • Applicants must be able to meet the Office of Personnel Management (OPM) Qualification Standards of the occupational series assigned when the position is filled.   • The incumbent may be subject to random drug testing.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA). Incumbent must be able to obtain and maintain the appropriate IA certification within six months of assignment of these duties. 
  • This is a cybersecurity position with the following DoD Cyber Workforce Framework: Primary Work Role 722 Information Systems Security Manager (ISSM) and Alternate Work Roles 431 Knowledge Manager, 653 Data Architect.
  • This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical Certification in Engineering and Technical Management. Experience requirement is 4 years; and the selectee will have 60-months to meet APDP requirements or a waiver must be obtained. Applicants must list all completed APDP certifications on their resume.
  • Position is eligible for telework but the employee must live within the commuting area of Wright-Patterson AFB.

Desired Qualifications

  • Bachelor of Science degree in an IT-related field 
  • GS-12 equivalent IT/ISSM/cybersecurity experience is highly desired for this team lead opportunity 
  • Experience in leading others, conducting analysis, identifying and defining problems, and applying expertise and technology to support leadership decision making pertaining to process improvements and automation goals
