The HQ AFRL Strategic Planning and Transformation Division (XPT) seeks to fill the senior-level position of Supervisory Division Chief located within the Plans and Programs Directorate (XP) at Wright-Patterson Air Force Base, Ohio.

Position duties include:
  • Serves as Chief of the Strategic Planning and Transformation Division.
  • AFRL focal point for all Corporate Strategic Planning; Enterprise Metrics Development, Tracking and Reporting; Wargaming, and Process Management/Improvement.
  • Leads AFRL's Strategic Plan development, Annual Report, Air Force Materiel Command (AFMC) metrics, Wargames and Exercises; Interfaces with AFRL, AFMC, DAF and OSD Planning efforts.
  • Assesses/aligns Technical Executive Officer (TEO) Science & Technology (S&T) portfolio to DAF priorities and portfolio effectiveness with a focus on transition and execution.
  • Analyzes current and new higher headquarters strategic documents and guidance to ensure that AFRL’s strategic direction is appropriately aligned.  Advises AFRL decision authorities on strategic alignment and applies expertise to provide advice and insight on improvements.
  • Identifies appropriate metrics to track strategic plan execution and health of AFRL.  Tracks those metrics and reports them to AFRL senior leaders as appropriate.  Updates metrics to ensure most relevant knowledge available to AFRL decision authorities.
  • Establishes priorities within the Division and makes necessary adjustments to meet challenging requirements within resource limitations. Assigns work to, and through, subordinate supervisors. Exercises final authority for full range or personnel actions and organization design proposals recommended by subordinate supervisors.
  • Ensures Division workforce has necessary expertise and training to fulfill mission.

Required Qualifications

  • US Citizenship
  • For S&E candidates, must possess a professional science or engineering (S&E) degree from an accredited academic institution.
  • Must have at least one year of specialized experience at the DR/DO-03 or equivalent grade level.
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • This position is an Acquisition Professional Development Program (APDP) position. The selectee will have 24 months to meet APDP requirements or a waiver must be obtained.  Applicants for this position are encouraged to list any acquisition certifications in their resume.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Desired Qualifications

  • This position is open to Science and Engineering (S&E) and non-S&E professionals.
  • For current Internal AFRL employees, a rotational agreement between HQ AFRL and TD may be considered.
     
  • Desirable specialized experience includes:
    • 1) one year's experience as a first level supervisor
    • 2) one year's experience leading directorate-level strategic planning efforts supporting the alignment of directorate activities with higher headquarters' strategic direction and guidance 
    • 3) providing technical direction to senior leadership in in the area of  Modeling, Simulation, and Analysis and experimentation, and wargaming
    • 4) working with senior officials to develop program goals, policies, and management operations,
    • 5) developing MAJCOM level policies and instructions,
    • 6) developing new metrics and reports in support of the organization's strategic plan,
    • 7) conducting quantitative and qualitative analysis to support data driven decision-making and long-range planning, and
    • 8) coordinating and preparing reports, briefs and presentations for senior leaders and stakeholders.
       
  • The duty location for this position is Wright-Patterson AFB, OH.  Working at the duty location is preferable and highly desirable.  However, this position MAY be eligible for situational Telework and an alternate duty location MAY be negotiated, in certain scenarios, after selection (or) onboarding at WPAFB."
