The AFRL Munitions Directorate seeks to hire Capability Area Planners (CAP) - Program Managers - DO-1101-03 (GS-14 equiv) in the Strategy Division (RWS) Developmental Planning Branch (RWSD) at Eglin AFB in Valparaiso, Florida. Position duties include but are not limited to:
- Serves as one of four Air Force (AF) Research Laboratory (AFRL) Munitions Directorate (RW) Capability Area Planners (CAP)--the focal points for identifying and distilling weapons capability gaps and providing guidance to RW leadership and technical workforce.
- Engage and maintain relationships with AF weapons stakeholders (MAJCOMs, CCMDs, AFF, etc.) and munitions-related science and technology (S&T) organizations in coordination with RW S&T Technical Advisors (other AFRL technical directorates (TD), Defense Advanced Research Projects Agency (DARPA), Office of Naval Research (ONR), etc.) to maintain an acute awareness of current and future Air Force weapons capability gaps in order to continuously inform the AFRL Munitions Director's Strategic Guidance.
- Operationalizes the Director’s Strategic Guidance through the Strategic Development Planning Process (SDPP) and routine engagement with Directorate’s technical leadership and program management in order to shape and inform S&T investment decisions and modeling, simulation & analysis (MS&A) priorities that are aligned, agile, and relevant.
- Operates as the directorate’s subject matter expert in weapons capability needs in order to guide strategy development, concept ideation, project formulation, portfolio decisions, resource planning, execution approvals, and continuous improvement.
- Distills demand signals to set focused directorate-level investment priorities from National Security and Defense Strategies; Combatant Command and Major Command integrated priority lists and capability gaps; and Office of the Secretary of Defense (OSD), AF, and AFRL guidance.
- Coordinates with the Strategic Development Planning Process Lead, Mission Area Leads, S&T Advisors, product/support division leaders, Chief Engineer, and Chief Scientist to maintain an active repository of enterprise-level and capability area roadmaps used to inform portfolio decisions.
- Engage with Program Managers and Principal Investigators of portfolios/programs/projects (6.3 and 6.2) and participate in program management reviews (PMR) in order to have an understanding of program purpose, scope, and schedule.
- Supports calls for basic science, applied research, and advanced technology development concepts aligned with directorate priorities.
- Leads concept ideation sprint events to cultivate new and innovative concepts from a diverse group of scientists and engineers.
- Supports concept owners through technical sufficiency reviews, MS&A planning, and execution plan development.
- Collaborates with the directorate’s strategic communications team to effectively communicate warfighter capability gaps and weapons S&T needs to the workforce.
- Maintains an organized knowledge base of documentation and products which support the identified demand signals and Director’s Strategic Guidance and Priorities.

Required Qualifications
- US Citizenship.
- Must be eligible for and maintain a Top Secret/SCI security clearance.
- This position is a Drug Testing position.
- Must have at least one year of specialized experience at the DO-02/GS-13 or equivalent grade level. Specialized experience is experience providing the capacity and skills for working independently, leading collaborative events, working in teams and using these approaches to find and solve complex problems. Such experience may also include training, collaborative process facilitation, innovation design, writing background, editing job roles, continuous process improvement credentials, multi-agency liaison work, published work in refereed technical journals, and/or briefings to large groups.
- This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) certification in Program Management. Applicants for this position must list any acquisition certifications and status as an acquisition corps member in their resume. Level/Tier 2 (Practitioner) certification is not required for selection, but the employee will have to work toward and attain this level while in the position. The selectee will have 24 months to meet required DAWIA certification or a waiver must be obtained.

Desired Qualifications
- Technical experience or technical degree is not required for this position but is highly desired. All series are encouraged to apply—Program Managers, Engineers, Operations Researchers, Analysts, etc.
- Operational warfighter, major command (MAJCOM)/combatant command (CCMD)/Wing/Center staff, or acquisition community experience is desired.
- Demonstrated ability to operate effectively as part of a dynamic team, while being able to take initiative and accomplish tasks autonomously with understanding of the organization's/team's strategy and priorities.
- Ability to distill strategic level guidance down to bench-level scientists and engineers--such as relating CCMD/MAJCOM operational plans (OPLAN) and operational concept of operations (CONOPS), to warfighter capability gaps/requirements, to areas of S&T investment opportunities.
- Experience representing equities of their organizations with external stakeholders--communicating and coordinating across multiple organizations, specifically vertically from strategic-to-tactical level of war, or Joint/Service requirements-to-acquisition, research & development (R&D), or S&T communities.
- Experience in strategic, operational, or tactical level aircraft, air vehicle, or weapons development, test, planning, or execution; and/or experience in Nuclear Deterrent Operations, Electronic Warfare, Cyber Capabilities/Warfare, or Space Operations/Capabilities.
- Experience related to or supporting R&D or S&T concept development, engineering activities, or program management.
- Experience distilling strategic and/or leadership guidance into actionable plans or courses of action.
- At least one year of experience with primary duties in weapons or aircraft development, employment/sustainment, test and evaluation, and/or program management.
- Diversity of experience including successfully completed assignments in multiple organizations across at least two geographic locations.
