The Air Force Office of Scientific Research (AFOSR) contracting division (AFRL/RBKC), located in Arlington, VA is seeking to hire an energetic contracting professional for a Procurement Analyst position (DO-II/GS-12/13) at the AFOSR office located in Arlington, Virginia. The mission of the position is to assist acquisition personnel in solving complex acquisition problems, managing and resolving problems in the applicable contract writing system (ConWrite and/or CON-IT), other applicable acquisition/assistance government systems and developing and maintaining various acquisition/assistance guides and templates. This branch supports the buying branches by participating as a member of the acquisition team throughout the process of the program, assisting in the strategy planning, and issuance of the solicitation and processing proposals in our acquisition management system called PEGA. RBKC implements and interprets changes to contracting and assistance regulations/supplements and provide guidance in the development of documents and processes. RBKC also conducts business/contract clearance for contracting documents and supporting files. RBKC also ensures monthly trainings are conducted at Staff Meetings to assist personnel with training points. This branch also perform closeout duties for contracts and grants, in addition to processing refund checks. RBKC conducts internal mandated self-inspections and identifies any deficiencies and trends. The Contracting Officer Test (COT) and Warrant Boards/Classes are facilitated by RBKC. This branch ensures roles and responsibilities are issued to acquisition personnel in the Procurement Integrated Enterprise Environment (PIEE) and other government systems. RBKC is responsible for a large number of taskers, which includes pulling and analyzing metrics.
Position Duties include, but not limited to:
- Analyzes difficult contracting issues; determines, recommends and/or implements course of action which may depart from previous approaches for long-term contract performance or short-term contracts with extremely stringent timeframes.
- Researches, interprets, analyzes, and applies all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents.
- Devises special terms, provisions, and conditions applicable to the solicitation as required. Prepares solicitation documents incorporating provisions such as cost accounting standards, requirements for technical proposals with appropriate criteria, testing procedures, cost escalation factors, cost data requirements, and socioeconomic program considerations.
- Evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics. Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined.
- Provides business advice, guidance, training, and assistance to team members, technical or program personnel, functional commanders, and/or contractors on contractual language, legal responsibilities, acquisition and business related issues.

Required Qualifications
- United States Citizenship.
- Must possess or be able to obtain and maintain a Secret security clearance.
- Baccalaureate Degree from an accredited academic institution.
- Specialized experience is at the next lower grade level in the pay system or equivalent system in the Federal government.
- This is an APDP position requiring Level /Tier 1 (Foundational) Non-Critical certification in Contracting (C). This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- The incumbent is required to submit a Financial Disclosure Statement, OGE-450.
