The National Security Innovation Network (NSIN) seeks to fill the mid-level, DO-03 position. The Acquisition Program Manager will oversee all contracting activities at NSIN including serving as a Contracting Officer Representative (COR) or a Technical Point of Contact (TPOC), developing Statements of Work (SOWs) consistent with NSIN programmatic requirements, and ensuring performers are delivering value back to the Government in accordance with the terms and stipulations of their contracts.

Position duties include, but are not limited to:

  • Serves as the single point of knowledge for all NSIN contracting matters.
  • Develops Statement of Work (SOWs), Requests for Proposal (RFPs) and Commercial Service Openings (CSOs).
  • Serves as a Contracting Officer Representative (COR) or Technical Point of Contact (TPOC) for all NSIN contracts.
  • Works closely with Contracting Officers that support NSIN.
  • Responsible for reviewing and approving all deliverables for any/all contract vehicles in which NSIN is engaged.
  • Develops and presents new contracting options to ensure that NSIN has appropriate, flexible and dependable vehicles to conduct its work with non-traditional solution providers.

The duty location for this position is Arlington, VA.  However, this position MAY be eligible for Full Time Telework and an alternate duty location MAY be negotiated after selection.     

This position constitutes non-competitive, term employment by AFRL under Title 10 or Title 5 (as applicable). Initial term of appointment shall be for two (2) years, with an option to extend up to one (1) additional year.

  • Ability to obtain and maintain a security clearance

  • This position is an Acquisition Professional Development Program (APDP) position.  The selectee will have 24 months to meet APDP requirements or a waiver must be obtained. 

  • Must have at least one year of specialized experience at the DO-02/GS-13 or equivalent grade.

Desired Qualifications

  • At least two years of combined program management experience, including resource prioritization and budgeting and developing measures of effectiveness and efficiency
  • Experience working with either academia, startups (business), or the national security community.
  • Broad knowledge of emerging DOD capability needs and the DoD requirements process.
  • Strong interpersonal communications skills, including oral and written skills.
  • Foresight, maturity, and the ability to negotiate amicable solutions to complex problems.
  • At least three years of related experience, preferably in a military Service or Office of the Secretary of Defense (OSD).
  • Working knowledge of non-traditional contract vehicles (Non-FAR) and rapid procurement and prototyping.
  • Experience with WAWF, SPM-JAM, and the PIEE suite of tools.
