DO-03 Supervisory Contracting Officer

The Air Force Research Laboratory Contracting Directorate (AFRL/PK) has multiple job opportunities for DO-03 Supervisory Contracting Officer.

The incumbent will supervise teams of approximately 8-15 contract specialist and contracting officers and provide contracting expertise for various Technical Directorates. They are responsible for supervising and mentoring personnel by guiding and ensuring their overall professional development. Responsibilities also include providing quality contracting services for customers, translating customer requirements, ideas and dollars into smart business arrangements, interpreting contract law in order to establish the best, most efficient contracting strategies in support of the Air Force Research Laboratory vision, mission, goals, and objectives.

Position Duties include, but not limited to:

  • Exercises managerial authority to set long-range plans, goals, and objectives that integrate higher headquarters policies with local installation needs.
  • Provides expert technical and business advice.
  • Responsible for conducting contracting management reviews to assess effectiveness and compliance with applicable rules, regulations, and practices; approving organizational and management changes to enhance overall contracting organization effectiveness in near and long-term and leading in the actual design of the acquisition approach to be used through broad exercise of the knowledge and innovative judgment.
  • Exercises supervisory personnel management responsibilities and directs, coordinates and oversees work through subordinate supervisors.
  • Serves as a senior Contract Officer, acting as an official representative of the DAF

Required Qualifications

  • United States Citizenship.
  • Ability to obtain and maintain the required security clearance.
  • A bachelor's degree in business administration or related field from an accredited academic institution.
  • Must meet the 1102 occupational series qualifications defined in Title 10: 10 USC 1724: Contracting positions: qualification requirements (house.gov).
  • Must have at least one year (52 weeks) of specialized experience at the next lower grade level (DO-02/GS-11) or equivalent in other pay systems).
  • Employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • May be required to travel.

  • Experience working with or within the Department of Defense Contracting Community.
  • Master's Degree is desired.

  • Experience with developing and maintaining close relationships with Government agencies.

Additional Information

  • Ensures contracting actions comply with legal and regulatory requirements and meet customer needs. Plans, organizes, directs, coordinates and controls office resources and develops goals and objectives for the Division. Establishes policies and procedures for efficient and successful accomplishment of the acquisition to include planning solicitation, negotiation, source selection, award, administration, and termination of contracts and the efficient use of resources to achieve best value outcomes. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other Division Chiefs and customers. Identifies the need for changes in priorities and takes effective and timely action to implement such changes. Provides supervisory personnel management responsibilities. Assigns work to subordinate supervisors and employees such that the experience, training, and abilities of the staff are effectively utilized to meet customer needs. Advises employees regarding policies, procedures, and directives of management. Represents the Contracting Directorate with a variety of installation and business organizations.
  • Establishes, develops and maintains effective working relationships with contractors, business and industry representatives, customer organizations, federal, state and local government officials and allied organizations such as financial management, HQ AFMC/JA, etc. Participates in special projects and initiatives, and performs special assignments.
