The Digital Capabilities Execution Directorate with AFRL seeks to fill a senior level, DO-04 IT Specialist (PLCYPLN/ENTARCH) within the Architecture & Experimentation Division.
Position Duties include, but are not limited to:
Serves as IZX Architecture & Experimentation Deputy Division Chief.
Plans progression of digitally transforming enterprise-wide services adoption in AFRL.
Assists Chief in providing efficient management of division to include planning, organizing, execution, and evaluation of all activities conducted by division personnel.
Performs oversight duties to support division mission of capturing current state, future state, & change recommendations for AFRL digital enterprise.
Assists and oversees others in project management activities to ensure technical feasibility projects and initial adoption activities of new Information Technology (IT) solutions align with cost, schedule, risks, and technical performance goals.
Collaborates with broad range of experts across Laboratory and industry including technology experts, process owners, finance and contracting to continuously improve processes and effectiveness within Division and across laboratory.
Guides teams of geographically dispersed cross-functional personnel in developing strategy, plans, and initial fielding of transformative IT systems and services across AFRL enterprise.
Proactively works to manage customer expectations for fielded solutions, identifies and resolves critical issues, recommends solutions, develops strategies and programs, and oversees transition plans for fielded systems to operational support teams.
Coordinates across division to oversee resourcing & acquisition strategies to meet directorate goals and objectives for IT system and services exploration, fielding, and transition.
Develops, implements, and improves standard processes that encourage transparent progression of capability delivery with goal of both increasing collaboration across enterprise and ultimately reducing toil for research mission community.
Contributes to preparation of risk assessments and corrective action plans and timelines.
Regularly authors and provides communication to leadership on activities and issues.

Required Qualifications

- This position is an Acquisition Professional Development Program (APDP) position requiring level II Practitioner Certification (Engineering & Technical Management). Incumbent may have up to 5 years to obtain the required certification.
- Must have certification meeting DoD 8140.03 Cyberspace Workforce Qualifications Management Program certification requirements for roles associated with Program Management and IT Investment Portfolio Management at intermediate level within 9 months of assignment.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Must have at least one year of specialized experience at the next lowest grade level or equivalent grade level of the position being advertised.
- Ability to obtain and maintain the appropriate security clearance.

Desired Qualifications
- Experience in leading organizational or functional teams in the execution of a portfolio of projects.
- Experience demonstrating strong leadership, management, and communication skills.
- Supervisory or Team Lead experience in the Air Force.
- IT project or portfolio management experience including IT acquisition, resource allocation, requirements analysis, and designing services for solid customer interaction.
- IT management experience in a technical organization or laboratory environment.
- Familiarity with Department of the Air Force and Air Force Research Laboratory IT systems and networks.
- Strong analytical and problem-solving skills including the ability to manage and direct complex projects.
- Ability to work with a diverse group of partners and stakeholders to solve problems nd achieve shared solutions.
