Job Overview

The Transformational Capabilities Office (AFRL/RST) division chief leads a diverse team of scientists and engineers to envision, mature and demonstrate S&T for new warfighting concepts & leap ahead solutions, working within the broader Integrated Capabilities Directorate to accelerate the Department's Future Force through cross-discipline collaboration.
 
Positions duties include, but are not limited to:
 
• The primary purpose of this position is to lead a multidisciplinary team to design and execute a transformational science and technology portfolio for the Air Force Research Laboratory (AFRL) which is aligned to Department of the Air Force (DAF) priorities
• Lead a multidisciplinary team to assess technical and execution viability of planned and commissioned transformational S&T investments and advice AF TEO, AFRL/RS Director and leadership on cost, schedule, and performance risks of those programs
• Build collaborative partnerships with DAF offices at HHQ/MAJCOMs/FIELDCOMs, Intelligence organizations, Program Executive Officers, Sister Services, DARPA, OSD Strategic Capabilities Office, and Other Government Agencies to inform and shape AFRL transformational S&T investments
• Champion Integrated Capabilities through coordination and collaboration with other AFRL/RS divisions and offices
• Foster and champion collaboration with all AFRL technology directorates and mission organizations to design an integrated technology demonstration portfolio and also to enforce execution discipline for TCO commissioned S&T programs
• Integrate DAF, AF TEO, and AFRL/RS priorities, execution plans, and fiscal and personnel resources to meet commitments and provide recommendations to resolve issues and disconnects
• Manage resources and program execution to ensure timely and efficient funding expenditure in accordance with OSD goals
• Recommend and implement applicable process improvements to ensure organizational and mission effectiveness
• Support an organizational culture of being technologically agnostic and demonstrating a willingness to pivot rapidly to support evolving demand signals

Required Qualifications

• Prior experience working in cross-organizational teams or programs
• Prior experience building diverse coalitions in support of program objectives
• Prior experience supervising or leading multi-functional teams
• Degree requirements as applicable to specific career fields.
• Individuals must meet all licensure, acquisition certifications, security, etc., requirements at the time of appointment or be on an approved waiver prior to being placed on the position.
• Positions may have APDP coding specific to the applicable career field.
• Must be able to obtain or maintain a Top Secret security clearance with SCI access.
• Demonstrable experience in the applicable career field.

Desired Qualifications

• An Advanced Academic Degree in an applicable field of study from an accredited institution is highly desired
• Demonstrable cross-functional experience
• Experience working across multiple technology disciplines
• Experience collaborating with or working for partner offices listed in job description
• Demonstrable experience managing cost, schedule, performance of large high-visibility Science and Technology programs
