AFWERX, the leader in Air Force innovation, is seeking a dynamic and data-driven Deputy Division Chief for our Capital Initiatives Division. This critical role combines strategic insight with hands-on implementation, offering a unique and extraordinary opportunity to shape both the division and AFWERX's broader mission.
AFWERX is looking for a data-driven leader to serve as the Deputy Division Chief of the Capital Initiatives Division (AFRL/RGI). This division oversees two major programs: the due diligence program, which reviews foreign risk for small businesses, and the private capital program, which seeks to increase private capital investment in key Department of the Air Force programs. Combined, these programs drive smart investment decisions within AFWERX and the Air Force innovation space. As a newer and growing division, this role will be a mix of strategy and implementation - requiring managerial skills to lead cross-functional program and product teams, and requires a leader with technical skills to deliver analytics and technology product launches. The role will shape the direction of the Capital Initiatives Division, AFWERX at-large, and the Air Force’s larger private capital strategy.
This role will assist in the management & direction of all aspects of Division, mission, and staff, to include the oversight, management, and responsibility for all AFWERX due diligence and private capital programs. The Capital Initiatives Division has a particular focus on analytics, metrics, and automation, and the Deputy will be required to incorporate these focus areas into all aspects of the Division. This includes: supervising product managers as they lead vendors and engineering teams in the development of tools and applications; helping program managers develop and implement their programs, and utilizing data analysts across the division to conduct a wide range of statistical analysis focused on both operational and investment performance.
Along with ensuring our programs achieve our objectives, the Deputy Division Chief will play a significant role formulating & instituting strategies, policies, and budgetary decisions which will impact the broader defense innovation ecosystem and defense industrial base. Lastly, this role will assist with Congressional inquiries and audits related to the performance of the Capital Initiatives Division mission and may represent AFWERX with Congressional staff.
Position duties include but are not limited to:
- Strategic Management: Lead key programs and products in the Capital Initiatives Division, focusing on strategic planning, implementation, and the management of divisional goals and objectives.
- Program Mentorship: Support and shape the two main programs of the division: the due diligence program which evaluates the foreign risk associated with small businesses seeking AFWERX funding, and the private capital program aimed at boosting private investment in AFWERX's portfolio companies, by working with, and mentoring, Program leads.
- Data and Metrics: Spearhead the development of technical tools for data analysis, focusing on metrics and automation to measure and analyze the AFWERX portfolio and assess program performance. Lead creation of new ways to measure defense-wide innovation.
- Product Leadership: Lead cross-functional tech teams and AFWERX product managers to deliver groundbreaking technology product solutions to make defense innovation easier at scale.
- Team Leadership: Manage and supervise a diverse team of product managers, program managers, and data analysts. Ensure the delivery of technical tools and analyses for AFWERX-wide application.
- Policy and Strategy Formation: Play a significant role in formulating and implementing government strategies, policies, and budgetary decisions that affect the wider defense innovation ecosystem and the defense industrial base with a focus on private sector and industry business practices.
- Stakeholder Engagement: Engage stakeholders across several defense agencies and Congress to advocate for key programs and tell the AFWERX story. Build coalitions to achieve AFWERX goals. Respond to Congressional inquiries and audits.

Required Qualifications
- US Citizenship.
- Individual must meet all licensure, acquisition certification, security, ect., requirements at the time of appointment or be on an approved waiver prior to being placed on the position.
- Must have at least one year of specialized experience at the DO-03 level or equivalent grade, (GS-14). Private sector experience will be considered and evaluated.
- Must be able to obtain or maintain a Special Sensitive security clearance. Applicants are not required to possess active security clearance at the time of application.
- Must be able to meet Acquisition Professional Development Program (APDP) requirements. No previous APDP certifications are required at the time of application to apply, and an appropriate grace period will be provided to obtain once employment begins.
- This is a drug testing designated position. Incumbents will be subject to random drug testing.

Desired Qualifications
- Supervisory experience with functionally-diverse and geographically-dispersed teams.
- Demonstrated analytical and problem-solving skills.
- Ability to execute and support programs which require a wide breadth of skills, knowledge, and experience - from corporate governance, deal flow, and private investment, to defense acquisition, risk analysis, and more.
- Track record of leading analytics initiatives to deliver production data pipelines in a cloud environment, experience with SQL or other query language.
- Professional experience in management consulting, tech industry, business operations and planning, finance, defense acquisition, or related experiences.
- Bachelor Degree in Business Management, Finance/Economics, Computer Science, Engineering, Mathematics, or related field.
- Track record of delivering complex program or product initiatives with limited guidance across decentralized stakeholder teams.
- Experience leading and implementing technology product initiatives.
- Private sector experience is highly desired.
- Understanding of defense innovation (DIU, NavalX, Marine Innovation Unit, etc) ecosystem.
- Proficiency in data visualization and reporting.
- Familiarity with Google Cloud Platform products and data products.
- Excellent communication skills and ability to present financial data effectively.
- Proactive in learning new technologies and methodologies in data analytics and finance.
- Foundational understanding of banking, private capital, and small business/start-up environment.
