This job announcement will be accepting candidate submissions from 5 June 2024 and will close 12 June 2024.  The AFRL Munitions Directorate, DXX Office seeks to hire a DO-0301-01, Program Specialist, Protocol at Eglin, AFB in Valparaiso, Florida. *If you are currently employed by the DoD as a federal employee, your application cannot be considered under this specific announcement. Instead, you must apply through the appropriate USAJobs announcement (https://www.usajobs.gov/GetJob/ViewDetails/794388300) All current government employees must include the most recent SF 50.   The ideal candidate will have duties including, but are not limited to:  Plans, manages, coordinates, advises, and executes matters pertaining to protocol for RW. Serves as an event planner for visits by distinguished visitors, internal events, and groups for events such as special purpose meetings and conferences, awards, presentations, and various ceremonies, to include senior leadership conferences, technical Symposiums, official and social functions, changes of command, and community leader events and high-level international and domestic visits. Provides policy and procedural guidance for the Director, Deputy Director, Director's Action Group Chief, Division Chiefs, and other applicable personnel concerning proper protocol requirements for visits, ceremonies, conferences, official meetings, briefings, social functions, and special projects. Plans and arranges ceremonies, conferences, meetings, office calls, escorts, lodging, photographic and audiovisual support, meeting facility, nameplates, transportation, supply, and other special handling needs. Accomplishes select special projects and tasks as determined by the Director. Safeguards classified information and cultural sensitivities. Interface with the organization, 96 TW Protocol, AFRL Public Affairs Officer, and other key personnel to ensure cross-coordination is accomplished on multifaceted, dynamic event planning and execution. Serves as the primary point of contact to the RW leadership for all administrative support programs: Defense Travel System (DTS) administrator, Self-Assessment Program Manager (SAPM), Management Internal Control Toolset (MICT), and audit liaison. Lead Organization Defense Travel Administrator (ODTA) for the directorate. Conducts studies, inquiries, and surveys to determine compliance with program requirements.  Handling all MICT administrative permissions within RW includes assigning points of contact and reviewers for each Self-Assessment Communicator (SAC). Schedules unit SA, MICT, Inspector General Evaluation Management System (IGEMS) Training.

Required Qualifications

Applicants must have at least one (1) year of specialized experience at the next lower grade DO-01, or equivalent in other pay systems. Examples of specialized experience include (1) knowledge of the concepts, principles, and techniques of protocol matters, both international and national to develop, establish, and implement and maintain a proactive protocol program; as well as, broad knowledge of Air Force and military traditions and skill in working with senior leaders: Colonels, General Officers, DR-V’s, STs and SESs as military and civilian officials; (2) Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the program; (3) knowledge of the major issues, program goals and objectives, work processes and administrative operations of the Protocol Office. (4) Establishing and maintaining effective working relationships with groups interested in, or affected by, programs and policies; (5) Knowledge of budgetary rules and regulations to effectively manage and operate a distinctive variety of accounts and budgets.

Desired Qualifications

1. Knowledge of the concepts, principles, and practices of protocol, precedence funding, military ceremonies, and military traditions, both national and international.

2. Knowledge of the protocol and military operational planning process and ability to apply that knowledge in routine exercise, contingency and real world operations.

3. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing in responding to work related problems and questions.

4. Skill in working, with people to maintain effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies and skill in w(Requisition No. 53855)orking with senior level military and civilian officials.

5. Ability to plan, organize and direct functions and staff of a large sized organization to include providing guidance to both military and civilian personnel.
