Position Duties include; but are not limited to:
Outstanding leadership and people skills are essential traits for the Radio Frequency Bioeffects Branch (711 HPW/RHDR) Branch Chief.
The incumbent will promote and empower research or other professional and scientific work aimed at enabling maximal safe use of the electromagnetic spectrum for national defense.
Direct, coordinate and oversee work of subordinate employees in alignment with the research mission and strategies set forth by the Bioeffects Division Chief, Core Technology Capability Lead, and Product Line Lead; doing all that can be done in the bioeffects mission area to advance science and technology to deliver combat capabilities for the warfighting forces.
The position requires the ability to lead teams, build consensus, and resolve conflicts/problems in a fast-paced environment.
The incumbent is responsible for motivating, developing and growing technical teams.
Required to identify and resolve multi-faceted problems for the workforce and should possess a passion for developing innovative workplace approaches and solutions.
Required to deal with complex, non-standard situations and environments. The incumbent will provide technical guidance to research and/or scientific teams to foster collaboration, promote synergy, encourage innovation, and ensure scientific rigor.
Cultivate and sustain a professional atmosphere of cooperation, cohesion and teamwork. The Branch Chief must help the workforce advance and traverse through change, and continuously improve the organization’s ability to contribute to the AF mission.
Facilitate communication and collaboration with HQ AF, MAJCOMS, COCOMS, HQ AFRL, other services, universities, and industry both nationally and internationally. They will also direct and review authoritative technical reports, articles, papers, and presentations presented to internal and external senior leaders and officials, as well as, at professional conferences.
Responsible for advising and providing counsel to employees regarding policies, procedures, and directives of senior leadership.
Radio Frequency Bioeffects Branch of the 711th Human Performance Wing within the Air Force Research Laboratory (711HPW/RHDR) is looking for an outstanding Radio Frequency Bioeffects Branch Chief. As a first-line supervisor, the incumbent assigns work to employees and exercises full authority in assessing contribution, participating in pay pool meetings. They are required to provide effective feedback and assist in classifying positions for Laboratory Demonstration Project employees. They interview candidates, recommend appointments, promotions, and reassignments, and determine disciplinary measures, as necessary. The incumbent will regularly mentor and proactively promote career development and training for each employee, initiating and/or approving other personnel actions, e.g., awards. This position requires the ability to teach the workforce how to be leaders, technical experts and project managers. They also observe and comply with health, safety, and security directives. The incumbent will apply EEO principles and requirements to all personnel management actions and decisions, and ensure all personnel are treated in a manner free of discrimination. They will support the Whistleblower Protection Program by responding constructively to employees who make protected disclosures under 5 U.S.C. 2302(b)(8). - This position may be filled as a 5-year Flexible Length and Renewable Term Technical Appointment (new government hires, current government term employees, etc.) with the option to later convert to a permanent appointment.
- Security Clearance: This position is Critical Sensitive (Top Secret) position. Applicants must possess at least a Secret Clearance and be eligible for and maintain a Top-Secret Clearance.
- Responsible for coordinating RHDR support activities with mission leads and other staff offices/agencies.
- Responsible for advising and providing counsel to employees regarding policies, procedures, and directives of senior leadership.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or 52 weeks of specialized experience at the next lower grade of position being advertised, or equivalent in other pay systems.
