These positions are NH-03 Acquisition Test Managers for defense acquisition programs who will assist in the designing, planning, execution, analysis and reporting phases of test and evaluation programs (including any applicable FAA certifications and procedures) to assess the performance of aeronautical systems, subsystems, and equipment throughout each acquisition phase and milestone.

Candidates should have a strong background in formalized testing and the ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals, to include partner countries.  

Work includes, but is not limited to:

  • Preparing, maintaining, updating, and reviewing the full range of test and test-related documentation for accuracy, specification/performance requirement compliance, and conformity with mandatory guidance.
  • Proposing and coordinating detailed test plans and programs to determine test objectives, schedules, and cost.
  • Participating in integrated test teams, test readiness reviews, and other test-related program events.
  • Performing trade-off studies and implementing alternative test strategies and approaches.
  • Determining capability and availability of major DoD and civilian test resources and facilities.
  • Monitoring, assessing status, and reporting on test and evaluation efforts of systems at contractor and government facilities.
  • Performing data analysis using modeling and simulation techniques, models, computer simulations, or other tools/methods.
  • Using analysis results to recommend changing testing techniques and procedures and identify potential areas for further investigation.
  • Coordinating across Integrated Product Teams whose products integrate or interface with acquisition programs.
  • Functioning as the test process owner for the acquisition program and interfacing with the other Program Office functional teams.

Required Qualifications

  • U.S. Citizenship 
  • Obtain & maintain security clearance
  • This may be a designated Drug Testing Position (if applicable)
  • DAWIA Certification: APDP Test & Evaluation Level II
  • Financial Management Statement: OGE 450
     

Desired Qualifications

  • Applicants must have at least one (1) year of specialized experience at the next lower grade DR/DO-02/GS-13 for NH-04, DR/DO-01/GS-11 for NH-03, or DR/DO-01/GS-11 for NH-02 (or equivalent in other pay systems).

  • Bachelor’s degree (preferred)
