The Air Force Research Laboratory (AFRL), Sensors Directorate (RY), seeks to fill a Senior-Level Supervisory Management Analyst (series 0343), Senior Personnel Advisor (SPA)/Human Resources (HR) Chief at Wright-Patterson AFB, Ohio.

The AFRL/RYH Division, Sensors Directorate seeks to hire a senior-level Supervisory Senior Personnel Advisor (Supervisory Management Analyst, DO-343-03 or 04, in Dayton, OH. This position is open to candidates currently at the DO-2 (or equivalent grade, i.e. GS-13) level eligible for promotion and/or current DO-3 (or equivalent grade i.e. GS-14) level candidates for reassignment, as well as open to current DO-4 (or equivalent grade, i.e. GS-15) level candidates for reassignment.
Position duties include, but are not limited to:
Serves as the Directorate Senior Personnel Advisor and the Chief, Human Resources (HR) Division, exercising supervisory personnel management responsibilities over the Division.
Serves as Chief Advisor to the Sensors Director, Deputy Director and Senior Management Officials on all personnel issues, both strategic and transactional, which involve continual program changes and, on occasion, conflicting requirements. Communicates new and complex personnel information and concepts, advises and counsels management and employees through briefings and presentations on all aspects of assigned areas.
Oversees and provides guidance on a broad range of HR programs ensuring that HR programs comply with legal and regulatory requirements, which include: civilian personnel staffing and work year execution management, manpower program management (civilian and military), military personnel (active & reserve IMA), Laboratory Personnel Demonstration Project execution, performance and recognition programs, employee retention and incentives, organization and other-funded training and Acquisition Professional Development Program.
Communicates complex HR information and concepts to the Director, senior leaders and employees through briefings and presentations. Provides special support and counsel in areas of expertise to supervisors for the resolution of challenging and complex issues.
Studies, analyzes, develops & recommends new or improved management and/or administrative instructions, policies, plans, procedures and practices in the areas of manpower, personnel, position management, awards and other related programs.
Directs the implementation, administration, and oversight of AFRL corporate programs within the Directorate and collaborates with the Directorate Personnel Policy Board (PPB) to recruit/maintain a qualified, diversified and balanced workforce.
Analyzes the overall directorate HR program to determine effectiveness, make recommendations for improvements and implement new policies/procedures via the Directorate PPB.
Develops effective plans and strategies to resolve highly complex, sensitive, and/or controversial HR issues.
Researches, interprets, analyzes, and applies OPM, DoD, AF, AFMC, AFRL and local regulatory guidance and policy directives pertaining to the manpower/personnel functional areas. Serves as the Sensors Directorate primary interface with the HQs AFRL Center Senior Functional (CSF) in his/her respective areas of expertise and executes all duties delegated in writing by the CSF.
Coordinates actions with Civilian Personnel Offices, AFRL Director of Personnel, and senior management officials based on multiple civilian pay programs (GG & Lab Demo) and HR areas.
Represents the Directorate with a variety of installation and functional area organizations.

Must be able to obtain/maintain a Top Secret clearance with access to SCI security clearance as a condition of employment.

The position is eligible for situational telework and will require routine mission travel and in-person meetings that cannot always be scheduled around a regular/recurring telework schedule. Employee must live within the commuting area of Wright-Patterson AFB, OH.
Applicants must have at least one (1) year of specialized experience at the next lower grade at the DO-02/GS-13 or equivalent in other pay systems for the DO-03 level position and at least one (1) year of specialized experience at the next lower grade at the DO-03/GS-14 or equivalent in other pay systems for the DO-04 level position. This includes experience in administering organizational management and personnel programs & processes such as recruitment strategies, career development, work-year execution programs, performance and recognition programs, overseeing incentive programs, acquisition professional development program (APDP), manpower personnel, training programs a diverse workforce, and evaluating the overall health and effectiveness of HR programs.
Desired Qualifications
- Bachelors degree or Advanced degree in Human Resources. Applicant must list degree information on their resume to include professional military education.
- Demonstrated skill in effectively communicating with leadership on civilian personnel matters.
- Briefing/speaking and writing skills.
- Demonstrated outstanding abilities to lead teams, build consensus, and resolve conflicts/problems.
- Knowledge of available AF direct hire and expedited hire authorities, OPM qualification standards, and civilian fill process and other related personnel matters.
