The Air Force Research Laboratory’s Atomic Long-range Systems branch (AFRL/RVBN) seeks a highly motivated and experienced mid-career professional to provide programmatic direction in conjunction with inputs and research objectives as outlined by respective program technical leads in support of nuclear S&T research. Primary focus will be to monitor portfolio budgets, schedules, and to develop management plans that align with AFRL, OSD, and other corresponding organizational requirements
Position duties include, but are not limited to:
- Manage performance of programs and projects within the $500M portfolio supporting establishment of enduring nuclear science and technology across a very diverse mission set.
- Manage, lead, organize, develop, plan, and oversee science and technology activities in basic and applied research in the main nuclear deterrence operations (NDO) areas of Strategic Ground, Air, Nuclear command, control, and communications (NC3), Nuclear Explosion Monitoring (NEM), and modeling and simulation for nuclear applications.
- Manage, direct, organize, participate, and report on collaborative and program efforts to develop candidate technologies to fulfill the strategic vision laid out in nuclear roadmaps for strategic technology development.
- Work with the Portfolio Manager and Program Management team to accomplish duties
- Manage, assess, verify, validate, and provide strong programmatic oversight to ensure program success while providing direct support to strategic technologies development.
- Develop budget forecasting models for programs based on technical direction and FY budgeting constraints.
- Serve as the focal point between both Contracting and technical leads to provide acquisition guidance to technical leads based on program technical directional needs.
- Interface with Contracting to ensure required acquisition products are developed in a timely fashion to meet programmatic needs
- Develop and maintain programmatic expenditure and obligation schedules based on real-time technical performance
- Communicate and represent programmatic and technical objectives for portfolio to AFRL leadership as requested
- Enforce contractor performance within the bounds of the terms and conditions of a given contract

Required Qualifications
- US Citizenship
- Bachelor’s degree in a Business related Academic Program from an accredited university.
- Eight (8) to ten (10) years experience developing programmatic budget forecasting models.
- Proficiency with Microsoft Office products including but not limited to Word, Excel, and Project.
- Applicants must currently hold, or have the ability to obtain, a DOD TS/SCI clearance.
- Strong and effective communication skills, critical thinking skills, and problem-solving skills.
- Demonstrated ability to meet schedule and deliverables for multiple concurrent projects with a range of priorities.
Desired Qualifications
- Master’s degree in a Business or Operations Management related field of study from an accredited university (Not limited to MBA)
- Minimum of 4 years experience with DoD Acquisitions to include Pre- and Post-Award acquisition processes
- Demonstrated knowledge of DoD Appropriated Funding Rules and Regulations
