The Strategic Planning and Transformation Division, AFRL/XPT seeks to hire a senior-level, DR-04, Principal Operations Research Analyst at Wright-Patterson Air Force Base, Ohio.
Position duties include, but are not limited to:
- Serves as the AFRL Center Chief Analyst (CCA), developing the AFRL analytic strategy, policy, and instructions that enable teams to conduct analysis and assessments.
- Determines the appropriate responses to analytic inquiries from DAF, MAJCOM, FIELDOM staffs, and the Office of Secretary of Defense.
- Coordinates and communicates AFRL analytic products and policies with AFRL Technical Directorates, AFMC Centers, DAF Organizations and Commands, DDR&E, other service labs, and industry as appropriate.
- Works directly with AFRL senior leadership to develop corporate analytic standards and procedures and serves as the primary OCR for all analysis requests from outside agencies, and HHQ analysis administrative taskings.
- Leads AFRL’s virtual analysis Phalanx to conduct decision-quality analyses in support of the AFRL commander’s and TEO priorities.
- Serves as AFRL’s POC for: AFMC’s Annual DAF Strategic Studies Call, AFMC’s Annual Analytic Reports, other HHQ directed analytic reporting, and the DAF Annual Analytic Awards process.
- Represents AFRL to the DAF Analytic Community, participates in AFMC’s Analytic Community Steering Group, serves as the TEO’s representative at meetings of the DAF Analyst Community Steering Group, and performs the functions as outlined in the Steering Group Charters.
- Serve as the AFRL Center Senior Functional for the Information Warfare 15A career field and the Scientist & Engineering 1515 career field analysts, assisting analysts’ supervisors with 15A and 1515 professional development, mentoring, training, education, and job opportunities.

The employee must obtain and maintain the appropriate Top Secret security clearance for the position.
This is an APDP position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Business-Cost Estimating (P). This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
The selectee will have 24-months to meet APDP requirements or a waiver must be obtained. Applicants for this position must list any acquisition certifications and status as an acquisition corps member in their resume.
The incumbent of this position will be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties.
Applicants must have at least one (1) year or 52 weeks of specialized experience at the next lower grade level in the Federal service or equivalent in an alternate pay systems.

Possess a degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Possess a degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
This position is a drug testing designated position. The incumbent may be subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

Desired Qualifications
Desired Master’s/MBA or equivalent advanced degree in Engineering, Finance, Business Administration, or other relevant Master’s degrees.
Experience with successfully interfacing/collaborating with business partners across multiple functions outside of financial management.
Strong technical and financial management knowledge, including the ability to use financial models and effectively communicate data and results.
Knowledge/experience of Department of Defense Acquisition requirements; financial management concepts, principles, practices, laws, and regulations.
Experience in providing written and oral communications to senior leaders.
Experience with solving complex issues which span multiple internal and external organizations.
