The Air Force Research Laboratory Sensors Directorate (AFRL/RYZX) seeks to fill a mid-grade (DR-03) Space Capability Integration Lead located at WPAFB, OH. The incumbent will serve as the Directorate's lead for all space sensing and sensemaking technology integration, ensuring RY’s research & capability development portfolio is fully informed, aligned, and postured to deliver all-domain spectrum dominance 

 

The Space Capability Integration Lead position is open to candidates currently at the DR-02 (or equivalent grade) level eligible for promotion and/or current DR-03 (or equivalent grade) level candidates for reassignment for the following series: 0801 - General Engineer; 0855 -Electronics Engineer;1301 - Physical Scientist.

 

Position Duties Include:

  • Develops and maintains the Directorate’s multi-domain integrated technology Space Strategy - Focuses stakeholder engagement and ensures new topics or programs for exploration and cooperation are consistent with RY’s strategy, AFRL’s S&T strategy, and available resources
  • Acts as subject matter expert to external community of stakeholders and partners; Assists RY Scientists and Engineers in determining applicability and efficacy of sensor technologies to relevant space missions
  • Coordinates space collaboration and transition opportunities across RY Technical Area Leads and the Capability Area Leads, the AFRL enterprise, and external partners 
  • Directs, coordinates and influences research and development efforts in AFRL, other DOD and Government laboratories, and private and commercial organizations to achieve strategic goal 
  • Identifies projects and programs offering the best return on investment for the Department of Air Force needs for space systems, to include sensemaking, orchestration, and sensing payloads
  • Accelerates transition of advanced technology to full-rate production for our most critical space mission systems through advanced prototypes and other strategic partnerships across government and industry.
  • Expected deliverables include jointly defined research and engineering portfolio plans,  stakeholder engagement strategies, roadmaps, horizon scan products, prioritized investment recommendations based on capability-based assessment (CBA) products, resourcing recommendations, POM submissions over the FYDP, and multi-year program execution plan (myPEP) inputs

Required Qualifications

  • US Citizenship
  • Must be able to obtain/maintain a Top Secret clearance with access to SCI and SAP clearance as condition of employment
  • This is a drug testing designated position. The incumbent will be subject to random testing
  • Uses broad professional science or engineering knowledge, skills, and experience to direct the analysis, evaluation, and assessment of various space and related technologies
  • Demonstrated experience of working independently, leading collaborative events, working in teams, and using these skills to find and solve complex problems. Such experience may also include training conduct, collaborative process facilitation, innovation design practice, technical writing background, continuous process improvement credentials, multi-agency liaison work, published work in refereed technical journals, and briefings to Senior Leaders/large groups
  • Experience in space related efforts - includes but not limited to Space S&T, BMC2, Space Systems, Space Technology, and/or any other experience that may qualify as space related
  • Applicants must have at least one (1) year of specialized experience (listed below) at the next lower grade DR-02/GS-13 or equivalent in other pay systems
  • Specialized experience is experience leading and managing diverse teams with multiple stakeholders; proficiency in developing and briefing complex ideas to executive level leadership; and knowledge of and experience in DoD's planning, programming, budgeting and execution process. Experience gained in non-federal positions will also be reviewed for specialized experience
  • This position is an Acquisition Professional Development Program (APDP) position requiring Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management (N). Selectee will have 5 years to complete certification requirements and must have 4 years of experience to become fully certified

Desired Qualifications

  • The ability to perform duties across a broad range of activities that require substantial depth of analysis and expertise related to the RY’s mission.
  • Ability to quickly and accurately respond to time sensitive taskings; having the flexibility to adjust your workload and prioritize based on in-coming demands.
  • Excellent written and oral communication skills:
  • Experience researching, developing, and transitioning ISR technology to space and C2 systems
  • Experience developing or employing relevant Modelling and Simulation environments to enable mission level modelling and communicate operational impacts of technology under development 
  • An understanding of USAF and DoD instructions, processes, and regulations, especially those related to acquisition policies and requirements.
