Job Overview

Hands-on experience with all aspects of program management supporting the warfighter, intelligence community and analysts.  You will collaborate directly with the end customers, discussing and collecting requirements and creating technical workplans to support their needs.  You will manage the contractor technical teams in the delivery of the customer end requirements. You will receive customer funding and deliver products and solutions to the end customer. There will never be a boring day at your job. You will work delivering real-time technology to programs like the F-35.

Position duties include but are not limited to:

  • Lead and manage the program's technical capabilities full life cycle include technical research, development, integration, testing, cyber security, deployment and field support of data integration and management tools, and Command and Control (C2) capabilities supporting operational organizations worldwide.

  • Support and work in unison with the current COR for on a multi-contract award vehicles: $427M. You will act as the Program Manager and Technical Subject Matter Expert, directly interacting with the Command and Control (C2) war fighter and community.

  • Create and deliver a new contract vehicle in support of the Air Force's great mission applications.

  • Manage and maintain multiple simultaneous technology baselines deployed in real world, operational environments by leveraging agile program management and software development practices to streamline an accelerate the integration of new features into operational technologies to meet the warfighters need for Continuous Integration and Continuous Delivery/Deployment (CI/CD) capability updates. Lead Agile Program Increment (PI) Planning Events for the independent technology programs. 

  • Interface with many and varied operational organizations to collect and analyze customer requirements, and prioritize development to successfully deliver capabilities to the warfighter on a continuous basis.

  • Ensure continuity and availability of Integrated Development Environment support tools for collaboration and development of capabilities for multiple teams supporting the program.

  • COR position to manage multiple services acquisition programs' cost, schedule and performance in support of the technical capabilities developed and enhanced within the program.  Plan and program budgets and funding allocations to establish and maintain contracted support for technology development, independent test and on-site support for operational communities within the DoD, AF and Intelligence Communities (IC).

  • Prepare, review, and direct briefings/documents and execute contracting strategy to support the branch's engineering services and subject matter expertise requirements (gets the contract awarded)

  • Manage and determine if new work or funding is within the scope of the contract and generate/authorize the paper needed to define and award the new work

  • Actively coordinate and advise new and existing users of the contract on how the contract works, what the scope is, deliverables, surveillance, costs, responsibilities, monthly status/execution, etc.

  • Use knowledge of field to respond, manage and oversee technical execution; manage changes to technical work, manage risk (cost, schedule, performance), subcontracts management, GFE, adjustments to schedule, security (personnel/SCI nominations, visit requests, DD254, CAC, network accounts/access (NIPR/SIPR/JWICS), security incidents, time urgent facilitation, co-use agreements), facilities, deliverables, travel management/approval, ODC purchases, team management (SPO, user, developers, lead command)

  • Manage, oversee and conduct contract surveillance to ensure contractor performance per the quality assurance plan (contract PMRs, daily/weekly calls and meetings, project mini-PMR, review all CDRLs)

  • Guide and deconflict project work, reallocate resources, update contractor guidance, ensure project efforts are leveraged as much as possible and work to achieve the overall contract vehicle program objectives.

  • Ensure controlled distribution of contract information to internal and external functionals (contracting, finance, security, engineering, program management, senior leadership)

  • Solve problems across DoD and Industry to drive innovation in meeting the agile software development needs of the tactical users

  • Provide technology management for current and future system architecture, design, development, test, and execution; engineering support of mission sites leveraging enterprise system

  • Understand and apply Agile methodologies

  • Collaborate and coordinate with a team of Government, military and Contractors across the Life Cycle on all aspects of the program including development, enhancement, test, deployment, and operational support

  • This is an Acquisition Professional Development Program (APDP) position that requires Practitioner Level certification in Engineering & Technology Management (ETM). The selectee will have two years to meet ADPD requirements.

  • Prefer contract award process experience. Will have to work towards follow-on contract development of PWS/CDRLS and other needed documentation

Required Qualifications

  • This is a drug testing designated position. The incumbent will be subject to random testing.

  • A bachelor’s degree in a science or engineering discipline. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
