The 711 Human Performance Wing (HPW) advances human performance in air, space, and cyberspace through research, education, and consultation. The Wing supports the most critical Air Force resource - the operational military forces. The Air and Space Biosciences Division seeks to fill a non-supervisory DO-0343-02, Business Management Analyst. This position is located at Wright-Patterson Air Force Base, Dayton, Ohio.
Position Duties include; but are not limited to:
- Directly assists the commander/director in the management of all business management/administrative support program functions.
- Serves as the resident subject-matter expert for all mandated business management/administrative support programs.
- Serves as a unit liaison to the military and civilian personnel offices.
- Performs other clerical and administrative work in support of the office/organization.
- Analyzes and evaluates the effectiveness of program operations in meeting established goals and objectives.
- Advises on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations while evaluating and advising on the organization, methods, and procedures such as records, communications, directives, forms, files, and/or documentation.
- Manages Privacy Affairs (PA) processes and compliances as documents are submitted for public release clearance approval.
- Works with a diverse team of military, government employees, government support contractors, and other stakeholders in developing, integrating, and implementing technical solutions to diverse, highly complex problems.
- Researches and investigates new or improved business and management practices for application to programs or operations, as needed. Utilizes program or administrative reporting systems including data gathering and systems evaluation methodology.
- Serves as the Government Travel Credit Card (GTCC)/Defense Travel System (DTS) Authorizing Official (AO)/ Government Purchase Card (GPC) program/Automated Time and Attendance Production System (ATAAPS) Certifier/Approver—to manage the programs for the complete 711 HPW/RHB Front Office Group (FOG).
- Coordinate all required actions to support the successful deployment, operation and management of DTS activity for the TDY personnel as well as other designated travelers.
- Review the status of financial accounting for a specified trip and makes appropriate coordination with the RHB Front Office Group as needed.
- Assists TDY personnel with travel order preparation and settlement vouchers when done manually or through the DTS.
- Tracks and ensures the resolution of Disputed Transaction Reports through stringent attention and action.
- Monitors and analyzes monthly billings and delinquency reports to include routine coordination and communication with management of higher echelon.
- Certifies the monthly financial institution's official invoice, attesting to the accuracy and propriety of the travel budget expenditures, and maintain records for audit purposes.
- Performs internal reviews and audits of traveler credit card charges, identifying areas requiring management of deficiencies, misuse, or abuse.
- Provides training to supervisors and cardholders on the program process.
- Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
- Identifies data required for use in the management and direction of programs. Reviews technical reports to determine appropriate changes or corrective action required and provides feedback.
- Plans, coordinates, organizes, and facilitates both internal and external collaboration exchanges, as needed.
- Recommends actions to ensure compliance with changes to directorate operational processes and procedures.
- Directs division-level Mission Partner Identity, Credentialing, and Access Management (MP-ICAM) approver/certifier duties and enables uninterrupted contractor support. Oversees the requirements for onboarding of contractor personnel, manages the issuance, upkeep, transfer, re-verification, revocation, and provides notification of upcoming expiration of contractor's Common Access Cards (CACs) to appropriate government personnel in accordance with AFRL policy using the system of record.
Works with the 711 HPW/RH & RHB Core Technology Competency (CTC) Leads, Product Line Leads (PLLs), program managers (PMs), integration manager (IM), financial manager (FM), other senior technical leads and corporate planning processes to support any business management and administrative needs.
Receives general guidance in terms of policies, program objectives, and resources.

- This position may be filled as a 5-year Flexible Length and Renewable Term Technical Appointment (new government hires, current government term employees, etc.) with the option to later convert to a permanent appointment.

Desired Qualifications
1. Educational Background:
Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business Management, Business Administration, Finance or Accounting, is highly preferred; however, work experience will be considered.
2. Experience:
- Performing administrative duties using various automated systems, such the Air Force Automated Time and Attendance Production System (ATAAPS), Defense Civilian Personnel Database System (DCPDS), Defense Travel System (DTS), and other systems to access tables of distribution and allowances (TDA) and/or budget.
- Serving as the primary point of contact for administrative support programs, such as cybersecurity liaison (CL), Government Travel Card (GTC) program, Defense Travel System (DTS) administrator, drug demand reduction program, health care program, Government Purchase Card (GPC) program, safety program, Automated Data Processing Equipment (ADPE) accounts, security program, supply program, civilian timecard program and unit recognition program.
- Using various office automation to produce a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.
