The AFRL Sensors Directorate seeks to hire an experienced Information Technology (IT) professional to lead and manage Cyber and IT projects the Cyber Capabilities Branch (RYOD), Integration & Operations Division (RYO). The position will be filled as a DR-03 (GS-14 equivalent) level and is located at Wright-Patterson AFB, Dayton, OH.
 
Position duties include, but are not limited to:
  • Incumbent will serve a critical component of the Cyber Capabilities Branch Front Office providing technical and personnel leadership from a non-supervisory role.
  • Serves as technical lead supporting the CIO in the development, integration, maintenance and sundowning of Cyber and IT Systems.
  • Assists the CIO in developing an overall Vision and Cyber & IT Strategy to direct the future of the Directorate's End User Experiences. 
  • Collaborates with the CIO and CTO to integrate new technologies into the Directorate's technical pipeline.
  • Provides guidance and assists Section Chiefs in maintaining the technical baselines ensuring the RY End User has the most capable, up to date, and compliant system at their disposal.
  • Develops technical requirements for annual buy plans in coordination with the CIO, RYOD Front Office and Section Chiefs.
  • Leads the integration, development and maintenance of Directorate's knowledge management tool (ServiceNow).
  • Mentors Engineers and IT Professionals in career development and technical growth.

Required Qualifications

  • United States Citizenship
  • Must be eligible for 0801 engineering series OR 1550 scientist series. Position will be filled using occupational series within the SCIENTIST AND ENGINEERING career field. Applicant must be able to meet the OPM Qualification Standards of the position being filled. Office of Personnel Management Qualification Standards can be found at: General Schedule Qualification Standards (opm.gov). *Applicants must post transcripts.
  • Applicants must have at least one (1) year of specialized experience at the next lower grade DR-02, or equivalent in other pay systems. This includes developing and managing business systems, planning and implementing networks, delivering customer focused technical solutions to a wide variety of user bases, and leadership of technical teams.
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • This is a drug testing designated position. The incumbent will be subject to random testing.
  • Candidate must demonstrate exceptional leadership and management skills. Possess and demonstrate strong interpersonal skills including verbal and non-verbal communications, active listening, negotiation, persuasion, problem solving, decision making and assertiveness.
  • Candidate must be able to multi-task in a fast-paced, tactical environment and possess strong time management skills.
  • Ability to perform TDY travel approximately 25% time.
  • This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management (N); experience is 4 years; and the selectee will have 60-months to meet APDP requirements or a waiver must be obtained.  *Applicants must list all completed APDP certifications in their resume.
  • Position is eligible for situational telework and will require routine mission travel, regular classified engagements, and in-person meetings that cannot always be scheduled around a regular/recurring telework schedule. Employee must live within the commuting area of Wright-Patterson AFB.

Desired Qualifications

  • An advanced degree in Engineering, Science, Information Technology, and/or Business
  • Experience leading cross functional teams in the Air Force or DoD.
  • Familiarity with the Department of the Air Force and Air Force Research Laboratories IT Systems and Networks.
  • Experience developing and maintaining IT Business Systems.
