AFRL's Business Operations Branch is seeking to fill a supervisory Branch Chief position at Edwards AFB, CA.
This position leads a diverse team responsible for several of Edwards' mission support functions including, but not limited to facilities management and strategic planning, test and research program/project business planning and on-boarding, Gateway to Site program oversight, civilian personnel/human resources, STINFO, FOIA/Privacy Act, contract liaison with host base, oversight of the local Management Administrative Resources Services (MARS) contract/COR, support division budget planning, official travel support including the government travel card program, Technical Library support, and on-site contract planning and oversight.
Duties include but are not limited to:
- Serves as a first-level supervisor overseeing government civilian personnel, and manages contractors supporting branch functions
- Maintains awareness of policies, regulations, and other guidance related to the branch's functional responsibilities, and ensures effective processes and practices are in place to meet both mission and compliance requirements
- Provides technical and supervisory guidance for service contract acquisition and management activities
- Maintains AFRL-Edwards functional relationships with higher headquarters and Edwards host base organizations
- Fosters and encourages a climate of innovation and continual improvement across the branch's spectrum of functional responsibilities
- Oversees planning and execution of the Site Support Division's overall budget

Required Qualifications
- United States Citizenship
- Ability to obtain and maintain required Top Secret security clearance
- Must have at least one year of specialized experience at the DO-03 (GS-14 or equivalent) grade level or above
Desired Qualifications
- Specialized experience is experience with one or more of the following: working independently or leading teams responsible for any of the branch's functions (e.g. facilities planning, test and research program onboarding, contract acquisition/management, human resources, general business planning), or similar functions such as Finance, Contracting, or program/project management with associated cost/schedule/performance management responsibilities.
- Experience with support contract acquisition and management
- Program/project management experience--familiarity with program cost/schedule/performance planning and execution, and Air Force financial management practices.
- Familiarity with research, development, testing, and evaluation programs
- Strong and effective communication skills
- Three or more years of supervisory experience
- Organizational change management experience
- Demonstrated ability to build strong and effective teams, both internally as well as with external stakeholders
- Ability to identify and employ creative solutions to meet mission requirements while maintaining compliance with applicable laws, regulations, and standards
- At least one year of formal federal civilian employee supervision experience
- Experience with support contract acquisition and management- Program/project management experience--familiarity with program cost/schedule/performance planning and execution, and Air Force financial management practices.
