Summary
The Chief of Integration and Planning serves as the senior strategic advisor to the Director, responsible for defining, leading, and managing the directorate’s overarching strategic direction. The incumbent integrates diverse Science & Technology (S&T) activities with national, Department of War (DoW), and Department of the Air Force (DAF) priorities to ensure coherent, mission‑aligned planning. This position leads the Integration and Planning Office, synchronizing multi‑faceted strategies across technical portfolios, identifying strategic opportunities, and shaping long‑range programming for high‑priority S&T efforts. As the directorate’s senior strategy and planning advisor, the incumbent establishes policy, authors authoritative strategy documents, and fosters a culture of strategic thinking and collaboration across the organization.
Major Duties
- Serve as the senior strategic advisor to the Director, defining and guiding the directorate’s long‑range strategic direction.
- Lead the Integration and Planning Office, operationalizing Director and Technical Executive Officer (TEO) intent across diverse technical portfolios.
- Integrate S&T activities with national, DoW, and DAF objectives to ensure alignment with enterprise priorities and mission needs.
- Conduct in‑depth analysis of warfighter requirements, national doctrine, emerging trends, and potential disruptions to identify strategic opportunities.
- Drive strategic alignment by facilitating planning sessions with senior leadership and fostering a culture of strategic thinking across the directorate.
- Oversee and coordinate programming for high‑priority S&T projects, ensuring coherence, traceability, and mission relevance.
- Represent the directorate at Center, MAJCOM, SAF, DoW, and Congressional levels in strategic, programming, and budget planning activities.
- Promote strategic partnerships to leverage external S&T investments and strengthen enterprise collaboration.
- Lead change management initiatives to support the directorate’s strategic plans and organizational evolution.
- Serve as the directorate’s senior advisor for strategy and planning, establishing policy, issuing authoritative guidance, and shaping strategic documentation.
- Foster a culture that rewards strategic thinking, collaboration, and innovation to ensure long‑term mission success.
- Provide first-level supervision and personnel management of team to maintain mission readiness.

Required Qualifications
- US Citizenship
- Ability to obtain and maintain a Top Secret clearance.
- At least one (1) year of specialized experience at the next lower grade (DO/DR‑03/GS‑14 for DO/DR‑04/GS-15), or equivalent experience in other pay systems.
- Applicants must meet all OPM Qualification Standard requirements for the applicable occupational series and grade.

- Experience leading strategic planning, integration, or programming activities in a large, complex organization.
- Demonstrated success aligning technical portfolios with enterprise‑level strategies or national‑level guidance.
- Experience conducting quantitative analysis, systems assessments, or strategic studies to inform senior‑level decisions.
- History of success leading cross-functional teams & building and leveraging strategic networks composed of internal and external stakeholders
