The AFRL Materials and Manufacturing Directorate seeks to hire a knowledgeable, motivated, and experienced IT leader and manager to serve as the Cyber Systems and Information Management Branch Chief in the Integration and Operations Division (AFRL/RXOC). Position serves as the technical and functional focal point for IT in the directorate in addition to supervisor for a variety of IT professionals and support personnel. Position also serves as the directorate’s Chief Information Technology Officer (CITO) representing RX at various strategic and operational forums.
RX is seeking Computer Scientists (1550), Computer Engineers (0854), General Engineers (0801), IT Program Managers (2210), and other IT professionals to fill this supervisory position at the DO-04 or DR-04 (GS-15 equivalent) level located at Wright-Patterson Air Force Base in Dayton, Ohio.
Position duties include, but are not limited to:
Supervise, hire, mentor, and develop employees.
Guide organizational activities to include setting objectives, planning, designing, and directing work priorities.
Manage diverse and complex IT assets such as systems, networks, architectures, applications, and tools.
Develop policies for core IT use and related areas such as data management and cybersecurity.
Provide secure, flexible, and reliable IT and Information Management (IM) solutions to scientists, engineers, senior leaders, and other staff.
Serve as Contracting Officer Representative (COR) supervisor and guide services acquisition efforts for IT Help Desk, system/network support, application development, and cybersecurity functions for 1000-person directorate.
Serve as directorate Chief IT Officer (CITO) engaging with HQ AFRL and mission organizations on policies, implementation, alignment, and more.
Use multidisciplinary engineering concepts and advanced IT knowledge to lead the development and implementation of IT strategies, policies, and projects in support of the R&D mission.
Ensure hardware and software resources are validated, approved, and managed in accordance with Air Force policy.
Ensure systems meet Air Force and Department of Defense required configurations. Promote appropriate risk management and recommend controls and other mitigations to manage residual risks.
Work collaboratively across the directorate, Wright Research Site, and AFRL enterprise to provide R&D mission with essential digital capabilities and relevant, competent support.
Oversee directorate IM functions such as electronic records management and scientific & technical information processing; and oversee a variety of business services areas such as travel and payroll support.

Required Qualifications
- US Citizenship
- Ability to obtained maintain a Special Sensitive (Top Secret/SCI) security clearance.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Selectee is required to submit annual Confidential Financial Disclosure (OGE Form 450).
- This position is an Acquisition Professional Development Program (APDP) position requiring Level II Practitioner Certification (Engineering & Technical Management.) Incumbent will have up to 5 years to obtain required certification.
- Must have certification or able to acquire within 9 months of assignment (i.e., CCISO, CISSP) meeting DoD 8140.03 Cyberspace Workforce Qualifications Management Program certification requirements for roles associated with Program Management and IT Investment Portfolio Management.
- Certified Chief Information Security Officer (CCISO)
- Certified Information Systems Security Professional (CISSP)
- Must have at least one year of relevant, specialized experience at the next lower grade DO-03 or DR-03 (GS-14 or equivalent).
- Must demonstrate exceptional leadership, management, and communication skills.
- For 1550 Series applicants - Bachelor’s degree in computer science or bachelor’s degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and coursework must be from accredited or pre-accredited institutions.
- For 0801 and 0854 Series applicants – bachelor’s degree in engineering from and ABET accredited institution.
- For 2210 Series applicants - Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
Desired Qualifications
- An advanced degree in an IT, IM, cybersecurity, or other related discipline.
- Special Sensitive Position designation (Top Secret-SCI). Current Secret security clearance and be able to obtain and maintain a Top Secret/SCI security clearance.
- Supervisory or Team Lead experience.
- IT project or portfolio management experience including asset inventory, IT acquisition, resource allocation, and customer service.
- IT management experience in a technical organization or laboratory environment
- Familiarity with Department of the Air Force and Air Force Research Laboratory IT systems and networks.
- Familiarity with Department of the Air Force and Air Force Research Laboratory Risk Management Framework and other cybersecurity and system approval methods.
- Strong analytical and problem-solving skills including the ability to manage and direct complex projects.
- Ability to work with a diverse group of partners and stakeholders to solve problems and achieve shared solutions.
- Adept at customer service with demonstrated ability to capture requirements, maintain awareness of available products and services, and commit to providing quality solutions.
- Effective day-to-day management of team activities across diverse functions and operational domains.
- Ability to maintain a focus on strategic goals and objectives while tackling current customer needs, changing policies, and emergent issues.
- Strong communication skills with ability to adjust language and terms for the audience to be clear, informative, and persuasive.
