AFWERX seeks to hire a mid-level DR/DO-0301/0801-03 (GS-14 equivalent) Plans and Programs Specialist (AFRL/RGOX) at the Pentagon.

Position duties include, but are not limited to:

  • Serves as AFWERX Program Element Monitor (PEM). Provides SAF/AQR corporate leadership with AFWERX direction. Interfaces with defense committee staffers on programs and activities associated with AFWERX to include financial and proposed legislation on Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) activities.
  • Champion advocacy and awareness of AFWERX portfolio to stakeholders. Supports AQRT Innovation team in various activities and supports SAF/AQ as needed.
  • Responsible for implementation and compliance in accordance with the planning, programming, budgeting, and execution (PPBE) processes, rules, and players. Monitors and participates as required in acquisition stages of programs including reporting requirements for all stages of the PPBE process. This includes annual briefings, such as briefings to congressional staffers and PEM parade.
  • Serves as AFWERX Planner. Acts as an advisor to the AFWERX Senior Planner on technology strategy and plans. Directs the organization's planning, programming, budgeting and execution cycle. Works across the organization to build annual strategy and update and POM budget.

Pay Range: $101,420 - $143,324 base salary without locality. The locality will be determined based on the selected candidate's location.

This position is located at Pentagon, VA. The position may be eligible for part-time local telework but full-time and non-local remote work is not authorized, and incumbent must be local to the position.

Required Qualifications

  • US Citizenship
  • Applicants must have at least one (1) year of specialized experience (listed below) at the next lower grade DR/DO-02/GS-13 or equivalent in other pay systems.
  • Specialized experience is experience leading and managing diverse teams with multiple stakeholders; proficiency in developing and briefing complex ideas to executive level leadership; and knowledge of and experience in DoD's planning, programming, budgeting and execution process. Experience gained in non-federal positions will also be reviewed for specialized experience.
  • For Engineering applicants, a bachelor's or higher degree in a science or engineering discipline is required. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first‐year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b)strength of materials (stress‐strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
