The AFRL Munitions Directorate (AFRL/RW), seeks to hire a senior-level DR-0801-04 to serve as the RW Chief Engineer at Eglin AFB in Valparaiso, Florida.   

Position duties include, but are not limited to:

  • The RW Chief Engineer (ChEng) serves as the Technical Engineering Authority for the Munitions Directorate (RW).
  • Ensures compliance with DOD/DAF/AFMC/AFRL guidance, provides advice and counsel to the RW Director on Systems  Engineering (SE) rigor and develops and implements tailored local SE processes, policies, practices, tools, and training across the Directorate's portfolio and workforce that balances risk/opportunity, cost, and speed.
  • Supervises the Chief Information Officer, Chief of Digital Material Management (DMM), and Chief Data Officer to promote, define, and implement DMM within RW. As an equal partner with RWI, jointly conducts combined SE and Program Management (PM) execution reviews (SEPM Review) to approve annual work plans.
  • In cooperation with RWS, establishes and maintains working partnerships across the weapons enterprise to ensure directorate's technology development efforts are informed by the right requirements to enable best possible technology transition success.
  • In cooperation with HQ AFRL/DO and Det6/Safety, tailors and applies Operational Safety, Suitability, and Effectiveness (OSS&E) and/or Mission Assurance principles to Directorate programs to ensure appropriate safety while seeking to be as effective as possible.
  • Along RWI Division Chief, represents RW in the AFRL SEPM Group, collaborates with the AFRL Director of Engineering (HQ AFRL/EN) and other directorate ChEngs to enable lean but effective SE and accelerated technology transition. Mentors RW’s workforce and provides SE and program management guidance and coaching.
  • Builds relationships outside AFRL and Air Force and keeps abreast of the latest SE developments and trends, seeking best practices and potential future/vision.

    General Engineer

    EXPERIENCE: 

  • Individuals must have one year of specialized experience which includes mastery of advanced electronics engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project execution and advisory services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service.   • Applicants must have at least one year of specialized experience at the DR/DO-03 (GS-14 equivalent) 
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • The incumbent is subject to random drug testing.
  • This is a supervisory position. Incumbent may be subject to a supervisory probation period. 

Desired Qualifications

  • At least 2 years of supervisory experience within the DOD.  Further, an ideal candidate will have at least 2 years supervisory experience with a contribution-based compensation personnel system (e.g., Lab Demo, AcqDemo, DCIPS, etc.) is highly desired.
  • At least 10 years' experience in systems engineering and science and technology management, and at least 3 years’ experience with digital material management (e.g., Model-Based Systems Engineering, digital engineering, etc.). 
  • A minimum of 3 years' experience working in or with a Department of the Executive Branch (e.g., DoD, DoE, OSTP, etc.) is required. 
  • Experience in an R&D lab is preferred, but the ideal candidate must have clearly demonstrated excellence in systems engineering, establishing engineering policy and guidance, and advising senior leadership on matters related to systems engineering and engineering rigor.   

Systems Engineering

  • 10 years leading engineering teams
  • 3 years’ experience with digital engineering
  • Direct experience with systems engineering for the development, test, and integration of weapon systems
  • Demonstrated ability to think and plan strategically while executing tactically

Acquisition Management

  • 2 years’ experience in Phase A and/or B of DOD acquisition (Material Solution, Technology Maturation & Risk Reduction)
  • DAU Practitioner Certification in Program Management (or the ability to achieve within 2 years of date of hire)
  • DAU Advanced Certification in Engineering & Technology Management (or the ability to achieve within 2 years of date of hire)

Leading Teams

  • Experience working with or within the Department of Defense or similar research community.
  • Experience facilitating and enabling internal/external collaboration and partnerships for technology development.
  • Demonstrated ability to work within or lead a team to build consensus, seek alternative viewpoints from others, and identify and resolve conflicts/problems with the workforce.
  • Mentoring, coaching, and supporting professional development of the workforce.

Communication

  • Strong team player with problem-solving, systems thinking, planning, organizational and interpersonal skills.
  • Strong written and verbal communications skills; ability to communicate and interact with executive level civilian and military leaders as needed.
