The Cybersecurity Operations Manager serves as the senior technical lead for cybersecurity operations, providing direction, expertise, and oversight across multiple classified and unclassified environments. This non-supervisory leadership role is responsible for coordinating team activities, ensuring mission-aligned cybersecurity practices, and serving as the principal advisor on all cybersecurity matters for the directorate. The position requires strong technical depth, strategic thinking, and the ability to guide cybersecurity initiatives that protect critical Air Force and DoD information systems.
Team Leadership & Task Management
Plans team tasks, sets priorities, and develops schedules to meet mission requirements.
Assigns work based on task complexity and employee capabilities.
Provides technical guidance and ensures consistent execution of cybersecurity operations.
Cybersecurity Program Management
Ensures confidentiality, integrity, and availability of systems, networks, and data across the directorate and site.
Plans, analyzes, develops, maintains, and improves the Information Systems Security (ISS) program.
Interprets, implements, and enforces cybersecurity policies, procedures, and tools.
Maintains all required Approvals to Operate (ATOs) for assigned systems.
Cybersecurity Advisory & Oversight
Serves as the principal advisor on all cybersecurity matters.
Oversees key functional areas including:
- Strategic Planning
- Risk Assessment & Management
- Security Policy Development & Compliance
- Incident Response & Crisis Management
- Security Architecture & Technology Integration
- Security Awareness & Training
Risk Management & Compliance
Implements and enforces robust security controls to protect sensitive information.
Conducts comprehensive risk assessments for enclaves and systems, identifying threats and vulnerabilities.
Develops mitigation strategies to reduce the impact of potential incidents or breaches.
Ensures compliance with Air Force, DoD, and local cybersecurity policies and guidance.
Incident Response & Continuous Monitoring
Leads incident response efforts for multi‑classified security events.
Oversees cybersecurity awareness and training programs.
Monitors network and system performance and provides leadership with regular operational reports.
Drives continuous improvement by assessing and enhancing IT controls, processes, and technologies.
IT Project & Asset Management
Oversees planning, organization, and management of IT asset acquisitions and IT projects, including cost, schedule, and performance.
Supports both unclassified and classified environments.
Maintains awareness of emerging technologies and collaborates with leadership to implement secure, mission‑aligned IT solutions.
Additional Program Responsibilities
Supports software license management, ensuring compliance and optimizing procurement strategies.
Oversees COMSEC and TEMPEST program management.
Represents the Directorate as a Cybersecurity Representative and ISSM across multiple networks, including NIPRNet, SIPRNet, DREN, SDREN, and others.

Required Qualifications
- US Citizenship.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must be able to obtain and maintain a Top Secret/SCI Security Clearance.
- This is a Drug Testing designated position. The incumbent will be subject to random testing.
- At least one (1) year of specialized experience at the next lower grade, GS‑13 DO/DR‑02; or equivalent experience in other pay systems.

- Employees may be required to work overtime.
- OGE Form 450 must be able to fill annually.
- This position may be filled under multiple occupational series. Applicants are required to meet all OPM Qualification Standard requirements for the applicable occupational series and grade.
Technical & Professional Experience
Experience leading cybersecurity operations or serving as a senior ISSO/ISSM.
Strong knowledge of RMF, NIST 800 53, DoD cybersecurity policies, and ATO processes.
Experience supporting multi-classification environments and enterprise level networks.
Familiarity with cybersecurity tools, continuous monitoring technologies, and incident response frameworks.
Certifications (Required or Obtainable Within 6 Months)
DoD 8140 IAT Level III and/or IAM Level III (e.g., CISSP, CASP+, CISM, CCSP, etc.)
Preferred Skills
Ability to translate complex technical issues into mission-focused recommendations.
Strong communication, collaboration, and leadership skills.
Experience with COMSEC, TEMPEST, and software license management.
Demonstrated ability to manage IT projects and acquisitions.
