The Air Force Research Laboratory (AFRL) Munitions Directorate (RW), Strategy Division (RWS) seeks to hire a senior-level DO-1101-04, to serve as Division Chief (Supervisory Acquisition Program Manager) at Eglin AFB in Valparaiso, Florida.  Including Acquisition Professional Development Program (APDP) training certifications in resume.  Current government employees should submit the most current SF 50.  If required documents are not submitted, your resume may not be considered. The ideal candidate would have:

  • Both education and demonstrated experience conducting unclassified and classified analysis, wargames, and operational concept development. 
  • Experience or education on military-technical competition among great power rivals is necessary.
  • Demonstrated partnering with major commands (MAJCOM), Joint Staff, Inter-Agency, and Allies and partners is highly desired.  Operational experience (any service; not just flight operations) is helpful, but not required. 
  • Advanced degrees in national security are beneficial. 
  • An understanding of the Department of Defense (DoD) Planning, Programming, Budgeting, and Execution System (PPBES) is also helpful. 
  • A candidate will exceed expectations if he/she served as Chief of Strategy for a United States Air Force or DoD organization, or if he/she conducted PPBES activities at MAJCOM or above. 

Position duties include, but are not limited to:

  • Serves as AFRL/RW Strategy Division Chief, responsible for developing and implementing strategic methodologies and posturing information to guide RW in near-, mid-, and long-term activities to meet Department of the Air Force (DAF) operational needs. 
  • Develops goals and objectives that integrate organization and acquisition management objectives.
  • Drafts annual RW priorities for RW Front Office approval; develops internal munitions development roadmaps and investment guidance in alignment with applicable stakeholders. 
  • Oversees the processes to enable strategic decisions in a dynamic environment, including modeling, simulation, and analyses. 
  • Guides the development of RW's Program Objective Memorandum/President's Budget and works closely with AFRL Financial Management Division (RWF) on budget execution effects on near- and far-term planning. 
  • Aligns RW priorities and works with the RW front office leadership (Director, Deputy Director or delegated authorities) including the Chief Scientist, Chief Engineer, and other RW functional divisions, to identify and manage strategic external partnerships and collaboration.  Aids the Science and Technology and Technology Integration Divisions' leadership to identify/predict technology gaps and needed RW technical competencies. 
  • Works closely with and is the primary interface with HQ AFRL, other AFRL Technical Directorates and/or Mission Organizations, Air Force Life Cycle Management Center (AFLCMC) Armament Directorate (EB), major commands (MAJCOMs), as well as DAF/Headquarterss Air Force/CSO staffs to identify, define, prioritize, and predict weapons investments. 
  • Provides advice to RW's Technology Integration and Science & Technology Divisions' leadership on investment goals and potential opportunities for alignment of stakeholder needs/gaps.  Works closely with RW's Advanced Programs to ensure proper alignment.
  • As a member of RW's Executive Board and Executive Council, serves as a Key Advisor to the RW Director on the Munitions investment portfolio and RW's policies and procedures. 
  • As supervisor, oversees workflow activities of assigned team members to include required training, professional development, feedback and evaluation, awards and decorations, and administrative support. 
  • Responsible for Division level staff duties including, but not limited to tasks, reporting, personnel actions (e.g., hiring, discipline, mentoring), Division budget execution and formulation, and coordinates with Integration & Operations Division on infrastructure requirements (e.g., facilities, information technology, classified network access, etc.).

Required Qualifications

  • U.S. Citizenship.
  • Must have at least 52 weeks of specialized experience at the next lower grade (or equivalent) for consideration.
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • This position is an Acquisition Professional Development Program (APDP) position requiring Practitioner Non-Critical certification in Program Management (A)..  The selectee will have 24-months to meet APDP requirements or a waiver must be obtained.  Applicants for this position must list any acquisition certifications in their resume.
  • This position is a Drug Testing position.

Desired Qualifications
