The AFRL Wright Site Contracting plans and operations section (AFRL/PZLCA) seeks to hire a Procurement Analyst to serve as a Contract Data Specialist, assisting and training procurement personnel in the use of contracting business systems and provide expert acquisition and contracting business system advice to contracting personnel as a technical subject matter expert.
Position duties include, but are not limited to:
- Specializes in data analytics and utilization and provides management data that enables decision making and risk taking
- Transforms acquisition data into useful tools for the workforce
- Engages in training, communication, and development efforts from a digital perspective
- Provides technical expertise in using, analyzing and presenting contract data to resolve contractual issues during all phases of the acquisition process
- Assists the digital enterprise by partnering and collaborating with organizations with a digital emphasis
- Plans, organizes, directs, and administers contracting business systems within the organization, to include agile development and continuous process improvement efforts
- Serves as the subject matter expert and/or system administrator for various contracting and/or business enterprise systems providing expert acquisition advice to contracting personnel
- Provides guidance on contracting business processes
- Ensures contract data policy, tools, and guidance are consistent with Federal procurement laws, DoD, AF, and local contracting regulations, policy directives and instructions
- Proactively initiates, develops, revises, recommends policies, procedures and tools for implementation of higher level policy and implements new or revised electronic contract procurement, payments data standards, and processes
- Supports field and headquarter organizations that have specific questions or issues with analysis and interprestation of contract data in accordance with laws and regulations

Required Qualifications
• US Citizenship required
• A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees is required
• Ability to obtain and maintain Secret clearance is required
• In accordance with the Ethics in Government Act, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
• DAWIA Contract Certification or waiver with ability to achieve in 24 months
• Applicants must have at least one (1) year of specialized experience at the next lower grade, DO-01/GS-11, or equivalent in other pay systems. Examples of specialized experience include experience in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation.
