The Sensing and Effects Analysis Branch (AFRL/RYAA), Sensors Directorate (AFRL/RY) seeks to hire a senior-level, DR-03 Supervisory Senior General Engineer (0801), Supervisory Senior General Physical Scientist (1301), or Supervisory Senior General Mathematician (1501) in Dayton, Ohio. The incumbent will serve as the Branch Chief for the Sensing and Effects Analysis Branch.
 
This position is open to All Federal Civilian Employees. 
 
This position is open to candidates currently at the DR-02 (or equivalent grade) level eligible for promotion and/or current DR-03 (or equivalent grade) level candidates for reassignment.
 
Position duties include but are not limited to:
  • Serves as a first-level supervisor for the overall effectiveness and efficiency of the Sensing and Effects Analysis Branch.
  • Promotes and enables research and effective outreach for the Sensors Directorate overarching programs.
  • Performance and operational efficiency for future the Department of Air Force systems. 
  • Integrates world-class research and development programs based upon anticipating Air Force and Space Force requirements and leveraging national activities.
  • Utilizes multidisciplinary professional engineering knowledge to lead development methodologies and modeling, simulation, and analysis tools to enable multi domain analysis to drive sensing approaches, informing/influencing sensor design goals and deployment-for autonomous sensing solutions and project performance in relevant scenarios. 
  • Performs a broad range of multidisciplinary professional engineering work to manage a portfolio consisting of 6.1 through 6.3 efforts. Defines and directs administrative policies and R&D strategic and business plans. 
  • Implements technical objectives through means of in-house and contracted efforts. Documents progress in the Division Electronic Body of Knowledge (eBoK). 
  • Manages financial, facility, and human resources. 
  • Leads or participates in various integrated product teams with oversight for developing, maintaining, and communicating state-of-the-art and art-of-the-possible in distributed sending.
  • Primary interface with various offices to include personnel, contracting, financial, and external organizations. 
  • Coordinates branch activity with AFRL leadership, warfighters, the acquisition, intelligence, and research communities, and other R&D organizations. 
  • Transitions technology into USAF operations. 
  • Responsible for recruiting, training, mentoring & maintaining an R&D team including planning and resource allocation.

Required Qualifications

  • United States Citizenship.
  • Must be able to obtain/maintain a Top Secret clearance with access to SCI and SAP clearance as a condition of employment.
  • This is a drug testing designated position. The incumbent will be subject to random testing.
  • Position is open to and will be filled using an occupational series within the Scientist and Engineering career field (0800, 1300, 1500 series). Applicant must be able to meet the OPM Qualification Standards of the position being filled. Applicable Qualification Standards can be found at: 
  • Applicants must have at least one (1) year of specialized experience at the next lower grade DR-02, or equivalent in other pay systems. Examples of specialized experience may include first level supervision, experience as a technology/programmatic team lead, or experience leading or participating in various integrated product teams.
  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP) requiring Engineering and Technical Management (N) Level/Tier 2 (Practitioner) Non-Critical certification. The selectee must meet or be capable of achieving acquisition certification within 60 months after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months. *Applicants must list all completed APDP certifications on their resume.
  • Experience working with or within the DoD research community.
  • Ability to mentor junior force and motivate researchers. 
  • Leadership ability to keep the branch focused on the mission & customer needs 
  • This position requires teamwork, listening to diversity of thought to encourage high-risk, high-reward research ideas. 
  • Must be capable of understanding complex technical ideas and be able to communicate those ideas to leadership and customers. 
  • Experience developing and maintaining close relationships with academia and other government agencies for further research.

Desired Qualifications

  • Experience in a supervisor role.
  • Experience in leading teams. 
  • Excellent written and oral communication skills.
  • Technical writing experience.
  • Experience with Systems Modeling Language, development of government reference architectures, Sensor Fusion, Sensing Performance Models, Entity Detect/Track & ID, and Resource Orchestration and Management for Autonomous Sensing, development and application of AI/ML technology.
  • The ability to create and sustain a professional environment of cooperation, cohesion, and teamwork.
  • Understanding and experience in the development and/or application of AI/ML and sensor fusion technology. 
  • Advanced degree from an accredited school is highly desired.
