Job Overview

Position duties include, but are not limited to:

  • Serves as the Chief Information Technology Officer with the responsibility and authority for the development and implementation of the Aerospace Systems Directorate’s IT strategy, guidance, and policy.  
  • Participates in strategy and decision-making activities with other members of the RQ executive and digital transformation teams to align technology initiatives with overall mission, business & operations goals.  
  • Develops and communicates RQ’s long term IT/Digital system needs, acquisitions needed, and roadmap to accomplish RQ’s objectives. 
  • Enables RQ’s mission and business operations through the effective use of Information resources and IT across the RQ Enterprise. 
  • Ensures necessary technical support is available to execute the strategy that RQ creates.  
  • Collaborates with the AFRL Chief Information Officer, AFRL Chief Data Officer and other Technical Directorate CITOs/CIOs, Chief Data Officers to achieve cross-directorate synergies.  
  • Ensures IT infrastructure alignment with RQ’s digital materiel management requirements for S&T and business process data.  
  • Utilizes multidisciplinary technical knowledge and tracks the latest IT trends and developments to provide expert advice on IT/Digital best practices as well as hardware and software investment decisions. 
  • Stays up-to-date on new/emerging technologies that could benefit the organization, and makes recommendations for their adoption.  
  • Cultivates and maintains productive relationships with key IT stakeholders at multiple levels across AFMC, AFRL, AFLCMC/EB, and other relevant government and industry partners at the national and international level.  
  • Ensures IT services are delivered in a manner that meets or exceeds organizational priorities and expectations.  
  • Champions the integration and/or connection of disparate, standalone computer networks/enclaves to make data more readily accessible across the RQ enterprise.  
  • Manages and promotes cybersecurity requirements and procedures to protect sensitive data on government and contractor networks.

Other position duties include, but are not limited to:  

  • Suggesting new and emerging technologies that may be beneficial for the organization as a whole. 
  • Ensuring that the necessary hardware and software are available for conducting the affairs of the organization efficiently. 
  • Assimilating, analyzing, and presenting data to directorate leadership and other officials in an easily digestible format. 
  • Aiding in the smooth transition from obsolete to emerging technology with minimal downtime and loss. Training, aiding, and mentoring the employees in the use of technology. 
  • Aiding in the creation of a digital footprint for the organization. 
  • Ensuring regulatory compliance such as General Data Protection Regulation (GDPR).

Required Qualifications

  • US Citizenship
  • Applicants must currently hold, or have the ability to obtain, a DOD TS/SCI clearance
  • Applicants must have strong analytical and problem-solving skills, i.e. strong ability to identify and resolve issues or inefficiencies. 
  • Willingness to tackle new challenges and assignments as they arise
  • Ability to effectively communicate in writing and orally to lead and coordinate informal teams
  • Ability to translate technical information to a diverse workforce (technical and non-technical)
  • Comprehensive understanding of cybersecurity best practices, threat mitigation strategies, and regulatory compliance
  • Ability to manage secure IT environments, particularly in handling sensitive and classified data at multiple classification levels

Desired Qualifications

  • Desired Education, Skills, and Certifications: BS in Computer Sciences, Modern Architecture & Software Development, DevSecOps, Scrum Certifications, Cloud Computing, Cybersecurity, Leadership, Data Analytics 
  • Tier/Level II Practitioner, APDP certification in Engineering & Technical Management (N)
  • Experience with large scale digital transformation projects
  • Proven project management or group leadership experience
  • Proven ability to identify and resolve issues or inefficiencies
  • Proven willingness to tackle new challenges and assignments
  • Proven effective communication skills
  • Experience with contract preparation, award, and execution
