Job Overview

This job announcement will be accepting candidate submissions until 28 January 2025. The Air Force Office of Scientific Research, AFOSR/RT, seeks to hire a mid-level, DR-II Assistant Program Officer in Arlington, VA. 

The AFOSR Science & Engineering division seeks to hire four (4) mid-level multidisciplinary Assistant Program Officers, DR-0401/0180/0801/1301/1501-02. Ideal candidates will maintain a comprehensive understanding of the Program Officers’ (PO) portfolios, including approved programs, new initiatives, success stories, and portfolio partners.

Position duties include, but are not limited to:

  • Describes the technical vision and content of PO portfolios to external audiences and supports scientific proposal reviews.
  • Provides input on the technical strengths and weaknesses of research and development proposals. 
  • Advises POs in support of research opportunities, assessments and recommends new efforts, assists with budget development.
  • Provides guidance on carrying out associated technical and program management responsibilities to include technical analysis, program strategies and support for off-base initiatives. 
  • Conducts timely technical analysis to define, assess, and monitor new and emerging research opportunities, and potential thrust ideas for AFOSR. 
  • Aides in determining optimal program strategies, including metrics, goals, and objectives of innovative results. 
  • Assists with grant processing and budget management. 
  • Collaborate with AFOSR Financial Management, Contracting, and Information Technology Divisions to accomplish mission objectives. 
  • Represents AFOSR at DoD and non-DoD meetings, committee reviews, and other forums. 
  • Provides high-quality support for S&E briefings. 
  • Monitors technology transitions and advancements to document portfolio funding successes. 
  • Assess fundamental research projects for potential technology transition opportunities. 
  • Supports the development and protection of Intellectual Property. Performs RISC assessments to ensure S&T protection. 
  • Conducts data analysis to inform data-driven discussions and decisions. 
  • Develops relationships to increase cross-disciplinary awareness and technology transition opportunities. 
  • Proactively engage with POs to foster a professional environment of teamwork.

Required Qualifications

  • One year of specialized experience at broadband level I or GS-11 meets the minimum qualification requirement for broadband level DR-II. 
  • Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.
  • The required one year of specialized experience may be gained from qualifying for private sector service, military service, another qualifying pay plan, or the Lab Demo personnel system, separately or combined. 
  • In addition, US Office of Personnel Management (OPM) has individual occupational requirements for professional engineering positions and Group Coverage Qualification Standard for Professional and Scientific Positions.
