This position is located in the AFRL Munitions Directorate (RW) Science & Technology Division, Computational Engineering Sciences Branch, System & Energetic Effects Section.  This position is open to all General Engineer (0801) candidates meeting the qualifications for DR-03 (GS-14 equivalent).  This position offers the opportunity to manage a moderate size section of 10 civilians and several contractors.  The ideal candidate will have the ability and/or experience to lead, manage, and supervise large and small modeling & simulation teams; manage high-fidelity physics modeling & simulation operations; ability to develop and align R&D proposals to mission requirements; ability to facilitate and monitor contracting actions; ability to multi-task and prioritize high volume tasks; ability to plan and execute spend plans IAW OSD goals.  Possess background and experience in engineering science or computational sciences with demonstrated experience leading technical teams to develop high-fidelity modeling and simulation and computational strategies to impact current and future munitions S&T.

Position duties include, but are not limited to:

•    Serves as Section Chief: Exercises final authority for full range of personnel actions. For General Schedule employees, this includes establishing and approving performance standards, evaluating performance, assigning performance ratings and providing effective feedback. For employees within the Laboratory Demonstration Project, this includes assessing contribution, participating in pay pool meetings, providing effective feedback, as well as classifying positions. Maintains discipline, interviews candidates, approves appointments, promotions, and reassignments, regularly mentors and proactively promotes career development and training for each employee, initiates and/or approves other personnel actions, e.g., awards.
•    Directs, coordinates, and oversees work through subordinate employees.
•    Advises and provides counsel to employees regarding policies, procedures, and directives of senior management. Utilizes multidisciplinary professional engineering work involving the application of electronics, mechanical, systems, aerospace, and/or other engineering disciplines to plan, organize, lead and coordinate research projects and/or processes.
•    Applies a number of diverse engineering practices, techniques, and processes to identify and resolve issues, as well as ensure resolutions are consistent with program objectives, existing policies, and procedures. Performs analysis and uses systematic, disciplined, and quantifiable approaches to manage projects related to research, education and/or consultation.
•    Determines how best to accomplish multi-disciplinary engineering objectives, develops and evaluates alternatives, designs and conducts experiments, analyzes and interpret results, publishes papers and technical reports, delivers presentations of results, and monitors in-house activities.
•    Prepares contractual documents, technical reports, and/or evaluate technical proposals if needed. Develops and maintains collaborations within and outside of AFRL.
•    Maintains a technical and programmatic cognizance of outside technological and research projects and programs; reports status to peers and senior technical leaders as required.
•    Organizes, manages and participates in workshops and technical exchange meetings as required.

  • Must be eligible for and maintain a Secret security clearance.
  • This position is a Drug Testing position.
  • This is a Non-Critical APDP position requiring Level I Foundational Certification in Engineering and Technical Management (N).  The selectee must meet, or be capable of achieving the APDP certification as designed on the position description within the defined grace period for that certification level after assignment.  Applicant must list all completed acquisition certifications on resume.
  • Applicants must possess 52 weeks of experience at the next lower grade (or equivalent) for consideration.
