The Facility and Operations Manager will effectively provide support to European Office of Aerospace and Research Development (EOARD) personnel with key readiness and safety responsibilities, including managing information and assessment programs as well as directly assisting, EOARD Branch Chief with operations.  

 

Position duties include, but are not limited to: 

  • Serves as the facility and operations manager for the European Office of Aerospace Research and Development (EOARD) at RAF Blenheim Crescent, United Kingdom. 

  • Liaisons with the 423rd Air Base Group (US Air Forces in Europe) organizations include Civil Engineering, Security, Safety, and Support Agreements, ensuring compliance with United States European Command (EUCOM) operating procedures. 

  • Provides daily operations control, manages facility issues, tracks work orders, and manages purchase card-funded expenditures for EOARD. 

  • Manages requirements for facility operations, new construction and repair projects and tracks progress and log maintenance. 

  • Works with the EOARD Branch Chief in developing policy and instructions for EOARD operations (both regular and contingency) to ensure they are in line with Air Force Office of Scientific Research (AFOSR) and International Science Division (IO) policy. 

  • Coordinates with 501st Command Support Wing's (CSW) anti-terrorism and force protection officers in developing security policies and procedures and ensures training and compliance for EOARD personnel. 

  • Serves as the contracting officer's representative (COR) as required. 

  • Serves as a member of the bi-monthly tenants meeting between U.S. Air Force, Army, Navy, and Canadian detachment, tracking action items and assisting the EOARD Branch Chief in decision-making concerning EOARD operations. 

  • Serves as EOARD's Inspections Coordinator, Emergency Management and Anti-Terrorism Representative, Safety Representative, and Fire & Safety Warden. 

  • Conducts site surveys and manages drills, inspections, and exercises for fire & safety, anti-terrorism and force protection, and emergency management. 

  • Communicates 501st CSW's safety and security information to EOARD.

  • Analyzes management information and requirements for developing programs. 

  • Aids in other areas and duties as assigned by the EOARD Branch Chief.

Required Qualifications

  • United States Citizenship
  • The ability to obtain and maintain a security clearance

Desired Qualifications

Additional Information

  • 1-year probationary period
  • Travel and Relocation Expenses will be Paid IAW JTR and AFMAN 36-606.
