The AFRL Foundational Technologies Directorate seeks to hire a motivated and experienced senior-level General Natural Resources Management and Biological Scientist (0401), General Engineer (0801), Materials Engineer (0806), General Physical Scientist (1301), Chemist (1320), or related Job Series to serve as the Biomaterials Branch Chief (REEB) in the Photonic, Electronic & Soft Materials Division (REE) of the Foundational Technologies Directorate (RE) in the Air Force Research Laboratory. This position will be filled at the DR-04 level and is located at Wright-Patterson Air Force Base in Dayton, Ohio. This position will be filled as a Permanent position.

Position duties include, but are not limited to:

  • Serves as Chief of the Biomaterials Branch, leading a team of approximately 20 government and military researchers and program managers in addition to approximately 50 contractors
  • Leads in-house and extramural research, development, and demonstration of biological materials and processes technologies in areas such as synthetic biology, bioinformatics, biomaterials, and biomanufacturing of critical materials among others
  • Exercises final authority for full range of personnel actions and organization design proposals recommended by subordinate supervisors, including developing and maintaining a branch strategy for human capital
  • For General Schedule employees, establishes and approves performance standards, evaluates performance, assigns performance ratings and provides effective feedback
  • For employees within the Laboratory Demonstration Project, assesses contribution, participates in pay pool meetings, provides effective feedback, as well as classifying positions
  • Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination
  • Maintains the directorate’s competency to understand and connect the processing, structure, property, and performance paradigm needed for biological materials development
  • Works collaboratively with other branches and external organizations to develop, mature and transition the highest priority products needed by the Air Force
  • Focuses on the development and application of integrated modeling and simulation tools with advanced experimentation to accelerate the development of biological materials and processes
  • Supervises professional engineering and scientific work to transition developed technologies to Air Force and Space Force systems to increase system performance and efficiency, reduce cost, and accelerate manufacture
  • Observes and complies with health, safety, and security directives
  • Shapes the culture and crafts effective business practices of this newly established branch.

Required Qualifications

  • US Citizenship

  • Must possess an Accreditation Board for Engineering & Technology (ABET) accredited engineering degree, in a relevant technical field

  • Special Sensitive Position designation (Top Secret), must have a current Secret security clearance and be able to obtain and maintain a Top Secret/SCI security clearance

  • Must have Acquisition Professional Development Program (APDP) Level/Tier 2 (Practitioner) Non-Critical certification in Engineering & Technical Management or obtain within 60 months of assignment

  • Must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position

  • Selectee is required to submit annual Confidential Financial Disclosure (OGE Form 450)

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing

Desired Qualifications

  • Experience as a government supervisor and/or team lead managing a diverse group of employees (various labor series, academic degrees, and job skill certifications)
  • Strong project management skills with experience tracking and managing cost, schedule, and performance
  • Extensive planning, budgeting, development, and execution of basic research, exploratory development, and advanced development efforts
  • Significant technical expertise and experience related to biomaterials
  • Strong interpersonal skills to engage with research personnel and senior leaders
