The Sensing Management Branch (AFRL/RYAR), Sensors Directorate (AFRL/RY) seeks to hire a senior-level, DR-04 Principal General/Computer/Electrical/Electronics Engineer, Mathematician, or Computer Scientist in Dayton, Ohio. The incumbent will serve as the Technical Advisor for the Sensing Management Branch.
This position is open to All US Citizens.
This position is open to candidates currently at the DR-03 (or equivalent grade) level eligible for promotion and/or current DR-04 (or equivalent grade) level candidates for reassignment.
Position duties include but are not limited to:
- Leads, defines, and updates technical branch strategic planning, development, integration, & execution of the branch’s technical portfolio consisting of basic & applied research, exploratory and advanced development programs to apply and integrate sensing management technologies including multi-sensor and multi-platform automation in the areas of sensor data fusion, sense-making, decision making, and sensor orchestration and control.
- Applies and performs expert knowledge and mastery of multidisciplinary professional engineering/mathematical/scientific work involved in the application of advanced theories, concepts, and principles leading to strategies to orchestrate closed-loop sensing across multiple Intelligence, Surveillance, and Reconnaissance (ISR), Strike and Electronic Warfare/Cyber mission effects chains to manage sensor data flow, sensor resource planning, allocation, and scheduling; and control across distributed sensing capabilities for both air and space missions.
- Utilizes system engineering/mathematical/scientific knowledge to develop, manage, lead, and oversee R&D maturing programs across the branch’s portfolio.
- Responsible for technical leadership and mentoring a broad range of researchers to achieve sensing management goals.
- Responsible for technical decisions affecting internal/external organizations and/or relationships regarding sensing management.
- Engages external stakeholders to expand baseline resources and customize capabilities for individual organization and to expand technical understanding.
- Coordinates and represents the branch’s technical activities with AFRL senior leadership, warfighters, acquisition, intelligence, research communities, internal/external stakeholders, and other organizations, as directed.
- Maintains awareness of state-of-the-art in relevant technologies through continuing education, & interaction with the scientific community, i.e., academia, industry, & other DoD organizations, both foreign/domestic.
- Leads and participates in program and development reviews.

- Must be able to obtain/maintain a Top Secret clearance wtih access to SCI and SAP clearance as a condition of employment.
- This is a drug testing designated position. The incumbent will be subject to random testing.

Applicant must be able to meet the OPM Qualification Standards of the position being filled, for any of the following Occupational Series: 0801, 0850, 0854, 0855, 1520, or 1550. Applicable Qualification Standards can be found at:

- Applicants must have at least one (1) year of specialized experience at the next lower grade DR-03, or equivalent in other pay systems. Examples of specialized experience includes experience with Sensor Fusion, Resource Orchestration, Management for Autonomous Sensing, Sensing Interface/Architecture development and assessment, sensing decision-making strategies, representation, sensing data and knowledge management, cross-mode sensor management and registration, distributed processing, and joint inference and control.
- PCS expenses, if authorized, will be paid IAW JTR and Air Force regulations. Centrally managed PCS costs paid by the Career Field Team. No DNRP authorized.
- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP) requiring Engineering and Technical Management (N) Level/Tier 2 (Practitioner) Non-Critical certification. The selectee must meet or be capable of achieving acquisition certification within 60 months after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months. *Applicants must list all completed APDP certifications on their resume.
- Position is eligible for situational telework and will require routine mission travel, regular classified engagements, and in-person meetings that cannot always be scheduled around a regular/recurring telework schedule.
- Ability to perform TDY travel approximately 25% time.
- Excellent verbal, oral, and written communication skills for technical and senior leader audiences.
- Experience in development and coordination of classified projects, to include SAP.
- Demonstrated experience leading matrixed teams across organizations.
- Ability to build collaborative relationships across broad functional and technical areas and engages with leaders at the national and/or international level.
- Ability to actively engage organizational planning activities with Air Force, DoD, and other governmental agencies and provides input into future requirements and roadmaps.
Desired Qualifications
- Experience with Top Secret/SCI and Special Access Programs.
- Experience in Technical Advisory role.
- Experience is sensing management, specifically sensor orchestration and predictive indications & warnings.
- Experience developing partnerships with Department of the Air Force technology stakeholders such as program offices, higher headquarters policy departments, other DoD offices, external sponsors, and related commercial industry partners.
- Knowledge of Department of Air Force technology transition stakeholders including Air Force Research Laboratory, Headquarters organizations, and Major Commands.
- Experience in developing investment strategic technical planning across future years defense program (FYDP).
- Demonstrated ability to professionally lead teams, build consensus, and resolve conflicts/problems across a collaborative community.
- Experience reviewing academic publications or patent applications.
- Experience with developing and maintaining close relationships with academia and other Government agencies for Basic Research.
- Experience working on Office of the Secretary of Defense projects or on Congressional Interest Items.
