The Air Force Research Laboratory is currently looking to fill a Supervisory Financial Specialist supporting enterprise priorities as defined by the AFRL Commander and implemented through the Mission Organization Director and the Financial Management Director.

Position duties include but not limited to:

  • Supports mission priorities as defined by the mission organization and financial management functional organization. 
  • Directs, coordinates, and oversees work through subordinate employees to provide mission organization and enterprise decision support. 
  • Serves as the senior financial advisor to the Mission Organization Director, providing analysis and expertise to meet mission priorities and optimize resources. 
  • Advises and provides counsel to employees regarding policies, procedures, and directives from the Mission Organization Director and the Financial Management Director. 
  • Leads, promotes, and enables financial management work related to budget formulation, budget execution, financial analysis, cost estimation, accounting, financial governance, financial policy, and program control. Resolves multi-faceted problems spanning multiple disciplines. 
  • Provides financial management guidance to research and/or scientific teams to foster collaboration, promote synergy, encourage innovation, ensure programmatic rigor, and optimize resources across the S&T portfolio. 
  • Develops innovative business management approaches and solutions that assist research and/or scientific teams foster an environment of technology exploitation. 
  • Cultivates and sustains a professional atmosphere of cooperation, cohesion, and teamwork. 
  • Communicates, collaborates, and provides counsel to USAF, USSF, MAJCOMS, COCOMS, HQ AFRL, other services, universities, and industry both nationally and internationally. 
  • Authors, publishes, and directs authoritative standard operating procedures and decision support presentations to be presented to internal and external senior leaders and officials.

Required Qualifications

  • United States Citizenship
  • Males must be registered for Selective Service, see www.sss.gov.
  • The employee must obtain and maintain the appropriate security clearance for the position 
  • Position may be subject to random drug testing 
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Applicants must have at least one (1) year or 52 weeks of specialized experience at the next lower grade level in the Federal service or equivalent in an alternate pay systems.

Desired Qualifications

  • Master’s/MBA or equivalent advanced degree in finance, business administration, or other relevant meaningful Master’s degree.
  • Experience with successfully interfacing/collaborating with business partners across multiple functions outside of financial management.  ​​​​
  • Strong technical and financial management knowledge, including the ability to use financial models and effectively communicate data and results.
  • Exceptional leadership skills include setting clear expectations, motivating employees and driving accountability to garner desired results.
  • Knowledge/experience of Department of Defense Acquisition requirements; financial management concepts, principles, practices, laws, and regulations.
  • Experience in building program plans and budget justification products. 
  • Experience in providing written and oral communications to senior leaders.
  • Experience with solving complex issues which span multiple internal and external organizations.
