AFRL/RWO is looking for motivated seasoned Program Manager (PM), who can share their expertise in project management, acquisition, and strategic (resources & capabilities) planning. Experience leading teams to accomplish facilities or communications (IT) projects is desired.

 
The Infrastructure and Facilities Branch Chief (RWOI) functions as Air Force Research Lab Munitions Directorate (RW) program manager for Infrastructure and Facilities with responsibility for supervising the collection, development and integration of AFRL/RW’s mission requirements while overseeing the planning, programming, design and construction of those requirements by the Host Wing or Execution Agent.

Acts as the Munitions Directorate Program Manager for all Laboratory Revitalization and Demonstration Projects (LRDP), military construction (MILCON), as well as both 3600-funded (FLEX4) and Sustainment, Restoration, & Modernization (SRM) projects.
 
Develops, implements, and controls contractual, financial, and technical aspects (Cost/Schedule) of a project/program through designated phases of the acquisition cycle. Plans the management and strategy to execute [approximately 20-30 projects valued at more than $100M] within cost, schedule, and performance baselines directed by the RW Director at both the tactical and strategic level.

Interfaces with peers at the installation Civil Engineering Group and Communications Squadron for major renovations, minor construction, and MILCON projects. Plans, organizes, directs, and coordinates activities of functional specialist including contracting, finances, security, IT, manpower, and logistics.  Studies, reviews, evaluates & directs the progress of contractors in meeting program objectives.

Establishes management controls such as milestones, expenditure rates, management indictors and management reviews.  Takes appropriate actions to approve terms and conditions set forth in contracting plans and budges, subcontractors, and additions or discontinuance of work by the contractors.  Conducts meetings and working groups to coordinate program changes and engineering compromises to assess how the resulting change effects program areas.

Participates in meetings to deliver presentations or project/program status to Senior Leadership highlight accomplishments, challenges, support requirements, as well as advocating for requirements.

Responsible for overseeing and integration of RW requirements during construction of new facilities and major repairs of munitions directorate occupied buildings.

Required Qualifications

- US Citizenship
- Must be eligible for and maintain a top secret security clearance.
- This position is a Drug Testing position.
- This position is an Acquisition Professional Development Program (APDP) position requiring Level II Practitioner Certification.  Applicants for this position must list any acquisition certifications.
- Must have 52 weeks of experience at the next lower grade (or equivalent) for promotion consideration.
