Position Duties include, but are not limited to:
- As the Integrated Capabilities Directorate Senior Personnel Advisor (SPA) this position serves as the chief advisor to the Integrated Capabilities (AFRL/RS) Director and Senior Management Officials on all personnel issues, both strategic and transactional which involve continual program changes and on occasion, conflicting requirements.
- Oversees a broad range of Human Resources (HR) programs to include: manpower, reserve IMA/MPA requirements, civilian personnel, position management, incentive programs, work year execution programs, awards, training, Acquisition Professional Development Program (APDP), civilian performance and assessment programs, and other personnel program areas.
- Communicates complex HR information and concepts to the Director, senior leaders and employees through briefings and presentations and develops effective plans and strategies to resolve highly complex, sensitive, and/or controversial HR issues.
- Studies, analyzes, develops, and recommends new or improved management and/or administrative instructions, policies, plans, procedures, and practices in the areas of manpower, personnel, position management, awards and other related program areas in collaboration with other directorate leadership.
- Researches, interprets, analyzes, and applies OPM, DoD, AF, AFMC, AFRL and local regulatory guidance and policy directives pertaining to the manpower/personnel functional areas to ensure all HR programs comply with legal and regulatory requirements and meet customer's needs. Interprets laws, regulations, rules, and local policies for management and ensures compliance.
- Responsible for organizational and manpower change requests to modify the structure and positions within the Integrated Capabilities Directorate and makes recommendations regarding the propriety of organizational, supervisory, and employee transactions and processes.
- Works with the Integrated Capabilities Directorate Senior IMA to manage and execute organizational Reserve IMA/MPA requirements.
- Serves as the Lab Demo Contribution-based Compensation System Coordinator and DPMAP performance assessment coordinator for the unit, to include advising the director as the paypool manager.
- Coordinates the Workforce Development Plan for the unit in conjunction with other RS leadership.
- Analyzes reports and statistical information on the organization, management, and personnel to discern the factual status of transactions, manning postures, etc., and to project trends and troubleshoot problems. Prepares written findings, analyses, and evaluation of areas under study and proposed solutions, improvements, and/or recommendations.
- Provides special support and counsel in areas of expertise to supervisors for the resolution of challenging and complex issues.
- Recommends recruiting sources, staffing support, and guidance for non-DHA/EHA recruitment actions and provides management advisor services in determining sources & qualifications for actions.
- Coordinates actions with Civilian Personnel Offices, AFRL Director of Personnel, and senior management officials based on multiple civilian pay programs (GS & Lab Demo).
- Regularly meets with management officials to discuss work status, coordinating effective dates of actions, and to stay informed of functional issues, new workload, long-range personnel end-state needs, challenges encountered, and other matters that would impact civilian employees.

Required Qualifications
- United States Citizenship
- Ability to obtain and maintain appropriate security clearance
- Must have at least one year of specialized experience at the DO-02/GS-13 or equivalent grade level
- Work may require travel
Desired Qualifications
- Bachelor's Degree or certification in Human Resources is highly desired.
- Ability to quickly develop electronic analyses reports to report to AFRL/RS, AFRL, AFMC, AF officials and DoD on the status of the directorate hiring or personnel manning.
- Demonstrated skill in effectively communicating with leadership on civilian personnel matters.
- Knowledge of available AF direct hire and expedited hire authorities, OPM qualification standards, and civilian fill process and other related personnel matters.
