AFRL/PZL seeks to hire a DO-03 Supervisory Contract Negotiator to serve as the Deputy Chief of Contracting to assist in planning and organizing the activities of the Division. Position duties include, but are not limited to:

  • Develops goals and objectives that integrate organization and contracting objectives. 
  • Establishes, revises, or reviews policies, procedures, mission objectives and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building and implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. 
  • Plans work for accomplishment by subordinate organizations; sets and adjusts short-term priorities; and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. 
  • Balances workload, and provides overall direction and vision to the subordinate chiefs on a wide range of contracting and administrative issues. 
  • Provides supervisory personnel management responsibilities. 
  • Appraises performance of employees directly supervised, and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. 
  • Makes authoritative contracting decisions pertinent to securing successful development, acquisition and sustainment of weapons systems. 
  • Evaluates the value, risk, and feasibility of proposed contracting approaches; and approves the use of advanced techniques, concepts and approaches, and state-of-the-art technology. 
  • Represents the division with a variety of organizations. 
  • Establishes, develops and maintains effective working relationships with a variety of high ranking managers, both internally and externally. 
  • Participates in special projects and initiatives, and performs special assignments. 
  • Increases enterprise collaboration among Msn Orgs and frees up dollars for other critical investments by leveraging other Msn Org expertise, and by defining opportunities to develop cross-msn org technical programs responding to warfighter needs.

Required Qualifications

  • United States Citizenship
  • A Bachelor’s degree from an accredited school
  • Ability to obtain and maintain Top Secret clearance
  • Drug testing is required
  • This is an Acquisition Professional Development Program (APDP) position requiring a Level 1 Foundational (Critical) certification in Contracting. The selectee will have 24 months to meet APDP requirements or a waiver must be obtained.  Applicants for these positions must list any acquisition certifications and status as an acquisition corps member in their resume.
  • File annual financial disclosures (OGE 450) to ensure there are no conflicts of interest in the performance of these duties
  • One (1) year of specialized experience at the next lower grade (DO-02 or equivalent). Examples of specialized experience include: Determining appropriate method of procurement using a wide range of contracting methods and contract types; preparing final contract to include appropriate standard clauses and special provisions, final pricing and payment terms, and incentives; or executing post-award contract performance management actions on assigned contracts.

Desired Qualifications

  • An Unlimited Contracting Officer Warrant is HIGHLY desired.
  • A Master's degree in a relevant field
  • Experience in a supervisor role
  • Experience in leading teams
