The Transformational Enablers Branch (AFRL/RSTE) within AFRL's Transformational Capabilities Office (TCO) seeks to hire a mid-level, DR-02 or DR-03, scientist or engineer at Wright-Patterson AFB in Dayton, Ohio. This is an interdisciplinary S&E opportunity. The incumbent will serve as a campaign manager to support efforts through the Explore process, leading emerging programs from initial concept shaping to launching 6.2 campaigns and investments and working with Portfolio Leads to shape relevant transition pathways including for the TCO WARTECH (WARfighter and TECHnologists) process.
 
Position duties include, but are not limited to:
  • Utilizes multidisciplinary professional science and engineering knowledge to lead and develop processes for applied research (6.2) and advanced demonstration (6.3) investments in support of transformational S&T.
  • Network into the AF and DoD S&T stakeholder communities to build teams and facilitate technical interchanges to support transformational S&T.
  • Manage multiple campaigns to build investment strategies and guide efforts from initial scoping through campaign close-out.
  • Support Portfolio Leads to develop applied research (6.2) and advanced demonstration (6.3) portfolios that create transformational opportunities for the USAF. Communicates the portfolio purpose, focus, and achievements with an AF, DoD, and national audience.
  • Manages resources and project execution to ensure timely and efficient schedule tracking and funding expenditure in accordance with OSD goals.
  • Provides technical and programmatic guidance to topic/project/program execution team members across AFRL regarding program issues and promotes team building internal and external to the assigned programs.

Required Qualifications

  • United States Citizenship
  • Must be able to obtain and maintain a Top Secret security clearance.
  • The incumbent may be subject to random drug testing.
  • Applicants must have at least one (1) year of specialized experience at the next lower grade DR-01/GS-11 for the DR-02 OR DR-02/GS-13 for the DR-03 or equivalent in other pay systems. Examples of specialized experience include working in multi-disciplinary collaborative forums to research, analyze, and/or advise on operational challenges and solutions.
  • This is an interdisciplinary position. Applicants must be able to meet the Office of Personnel Management (OPM) Qualification Standards of the occupational series assigned when the position is filled. Desired Qualifications

  • An advanced academic degree in a Science or Engineering (S&E) discipline is highly desired.
  • Experience working in cross-Technology Directorate (TD) teams or programs.
  • Demonstrated experience in successfully leading openly-defined projects and complex tasks from identification to solution/delivery with minimal direction.
  • Cultivates and sustains a professional environment of cooperation, cohesion and teamwork.
  • Experience with developing and maintaining close relationships with academia and other Government agencies for Basic Research or Applied Research.
