The AFRL Wargaming and Sumulations Branch (RDMW) is currently seeking a Program Manager (PM) to assist with Program Management and Technical Contract Support of its Air-Force contracts and programs. These programs include but are not limited to: Directed Energy Military Utility (DEMU), Directed Energy Modeling, Simulation, Analysis, and Wargaming (DEMSAW), Machine Learning Battle Manager (MLBM). Small Business Innovation Research (SBIR) efforts.
- Advises Branch Chief, Principal Investigators, and Contractor Program Managers of significant actions or problems on issues related to contract and effort technical requirements and business management; identifies potential courses of action and seeks resolution, risk mitigation, and ensuring success.
- Assists DOD contract specialists and support personnel in preparing competitive solicitations for the acquisition of commercial items or services and ensuring the quality of these solicitations prior to their release.
- Assesses progress in assigned projects/programs including cost estimates, schedules, contractor burn-rates and performance supportability baseline requirements by applying known methods and procedures related to sound business management best practices, backed by solid engineering and technical knowledge.
- Plans, organizes, and coordinates activities of functional specialists including Contracting, Program Management, and Principal Investigators.
- Tracks cost, schedule, and performance risk, identifies sound risk management practices and implements mitigation plans.
- Develop technical and managerial approaches, establishes reporting and communication channels and schedules reporting and program review cycles.
- Review in-house technical resources and capabilities with respect to contract requirements and schedules and coordinate the required action as needed to solve schedule, resource and organizational problems and initiate corrective actions.

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance. Security clearance requirements are based upon actual position being filled.
- Ability to obtain and maintain a TS/SCI Security Clearance.
- Locations are not negotiable. The actual duty location is Kirtland Air-Force Base.
- Random drug testing may be required depending upon the position being filled.
- Promotion potential may be authorized depending upon position being filled.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- An APDP Practitioner certification in Program Management is required within 48 months of appointment.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Employee may be required to work overtime.

Desired Qualifications
- Demonstrated experience working in diverse acquisition focused groups or teams.
- Demonstrated experience leading program management activities either directly or in support of DoD funded acquisition efforts.
- DR-II/DR-III: Advanced degree with at least 5-years’ experience is preferred; resume must demonstrate experience with early DoD acquisition life-cycle efforts such as SBIR, & STTR efforts and the demonstrated ability to coordinate cost schedule, and performance targets to produce successful results.
- At least 1-year of specialized experience at the GS-13/equiv. grade level for basic qualification, but additional years is preferred.
- Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education. - Education must also be commensurate with OPM guidelines for the job series 0801,1515, 1550.
