The Air Force Research Laboratory (AFRL), 711th Human Performance Wing (711 HPW), School of Aerospace Medicine (USAFSAM), International Education (IE) seeks to hire a mid-level DO-1750-02, Instructional Systems Specialist in San Antonio, Texas.  The incumbents will serve as the Course Coordinator and Course Director for all in-residence Defense Institute for Medical Operations (DIMO) courses.   

Position duties include, but are not limited to:

  • Developing a new curriculum.
  • Modifies existing curriculum to meet the needs of international audiences and security cooperation goals.
  • Meets Resident Course Preparation timelines.  
  • Coordinates resident courses/training with course directors, Security Cooperation Program Manager, Air Force Security Assistance and Training (AFSAT), country embassies, Department of Defense (DoD) Non-Governmental organizations (NGOs), and other supporting organizations in accordance with course Operating Instructions (01) and checklists. 
  • Serves in a key staff professional position as a planner/adviser for all international and domestic education and training programs to DIMO leadership. 
  • Reviews and provides guidance regarding Department of Defense (DoD), DoS directive and regulatory guidelines as it pertains to Security Cooperation and International education and training engagements. 
  • Acts as the focal point on the development, analysis, evaluation, and execution of DIMO resident courses, working closely with course directors, medical programs and DIMO leadership to ensure both the effective administration of DIMO in residence courses and achievement of course objectives in-line with requirements of the International Military Education and Training (IMET) program. 
  • Serves in a key staff professional position as an education adviser for all international and domestic education and training programs.
  • Provides advisory and assistance service to assist DIMO in executing its mission of oversight in the development and implementation of courses.
  • Leads delivery of training and professional development activities.

Required Qualifications

  • United States Citizenship

  • The ability to obtain and maintain a Secret security clearance.

  • This position is a Temporary Appointment: NTE 24 Months (2 years).  

  • Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional materials. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategies and models, and applying design methods to the improvement of instructional effectiveness.

  • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining the reliability and validity of evaluation instruments.

  • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

  • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

  • Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.

  • Applicants must have at least one (1) year of specialized experience at the next lower grade, DO-01/GS-11, or equivalent in other pay systems.
