This job announcement  will be accepting candidate submissions until 3 May 2024. Resumes must be in DD/MMM/YYYY format. The TD branch, RD/RDOR seeks to hire a mid-level DO-0342-02 Management and Program Analyst in Albuquerque, NM. 

  • Provides counsel to managers and/or employees on difficult and complex personnel issues encompassing areas of concern including but not limited to leave and absences; hours of work; past practices, applicable bargaining obligations; supervisory records; code of ethics; Family Medical Leave Act; Office of Workers Compensation; Employee Assistance Program; drug & alcohol abuse; grievances/complaints/appeals; various adverse actions.
  • Provides guidance & input to managers on proper position mgmt & classification of new/revised lab demo and general schedule positions. Determines basic eligibility & quals for DHA/EHA recruitment actions and recommends recruiting sources, staffing support/guidance for non-DHA/EHA recruitment actions.
  • Reviews/validates the structure and/or functions of organizations, to include reorganizations and manpower shifts, and advises or proposes personnel solutions to mgmt to maximize mission accomplishment and utilization of resources for both bargaining and non-bargaining unit positions.
  • Routinely retrieves info from HR databases to monitor manning levels & shifting of authorizations. Advises management on personnel matters that may involve sensitive issues as a result of adverse actions on personnel and/or removal/involuntary separation of personnel.
  • Skill and ability in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements; ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
  • Plans and manages education and training program objectives and develops and implements a multi-faceted program to meet mission needs. 
  • Submits and monitors manpower change request and maintains Directed Energy Directorate Unit Manning Documents and provides the senior personnel advisor and senior analysts with timely information.
  • Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.

Required Qualifications

  • US Citizenship
  • Must be able to obtain and maintain a Secret clearance
  • Applicants must have or will have within 120 days of closing of this announcement, 1 year (52 weeks) of specialized experience at the next lower grade, GS-11/DO-01, or equivalent in other pay systems. Examples of specialized experience consist of experience in HRM concepts, laws, regulations and practices; HRM advisory services (e.g. recruitment and staffing, manpower, performance management, training/education, awards APDP, etc); analyzing personnel and manpower workforce trends to provide recommendations for process improvement while ensuring regulatory compliance and mission readiness. 
  • Computer skills using MS Windows, with proficiency in Word, Excel, and PowerPoint
