This job announcement will be posted 02 Feb 2023 through 10 Feb 2023. The AFVentures Open Topic Branch seeks to hire a remote, mid‐level, DR‐02 Evaluations Engineer & Tech Manager. This is an Engineering position within the Department of the Air Force's SBIR Open Topic program (AFVentures/AFWERX), managing the technical evaluation of thousands of small business R&D proposals to select and fund cutting-edge tech prototypes with $500M+ annual budget.
Position duties include but are not limited to:
- Utilizes the application of multidisciplinary professional engineering and applies a number of diverse engineering practices, techniques, and processes to manage the AFVentures evaluation program.
- Responsible for using systematic, disciplined, and quantifiable approaches to develop, implement & control the evaluation program in accordance with leadership guidance.
- Responsible for recruiting and outreach coordination to augmentee technical evaluators.
- Leads outreach to augmentees and maintains correspondence with a large pool of technical and general augmentees.
- Provides technical oversight; plans & coordinates matching of evaluators to proposals based on technical expertise; evaluates, analyzes, and makes programmatic recommendations based on evaluator performance; actively coordinates with process improvement specialists to improve evaluation metrics, rigor, and audit-ability.
- Performs reviews of company proposals against requirements from the solicitation and AFWERX policies.
- Manages and maintains tools required for the evaluations program.
- Creates, develops, & manages multidisciplinary, data driven approaches for assigned projects & programs; develops & implements strategies to increase transition of portfolio programs or projects, coordinating with leadership and stakeholders.
- Applies a wide range of expert knowledge and experience to analyze complex issues of effectiveness, efficiency, and productivity to actively problem solve.
- Represents the organization at executive levels within the Government and to contractor/industry, and maintains collaborations within and outside AFRL.
- Determines how best to accomplish multi-disciplinary engineering objectives, develops and evaluates alternatives, designs and conducts experiments, analyzes and interpret results, delivers presentations of results, and monitors progress toward Branch goals.
- Maintains a technical and programmatic cognizance of outside technological and research projects and programs.

Required Qualifications
- United States Citizenship
- Ability to obtain and maintain a security clearance
- Must have at least one year of specialized experience at the DR-01/GS-11 or equivalent grade level.
