AFVentures seeks to hire a mid-level, DR/DO-02 (1101,0801,1515).
Position duties include, but not limited to:
- Serves as an authority to develop, implement, & control programmatic aspects the SBIR/STTR program.
- Plans, organizes, directs, & coordinates activities of functional specialists including contracting, financial, technical, & configuration/data management across the AF enterprise.
- Advises leadership of significant actions/problems & recommends solutions.
- Advises, both internal & external to Gov personnel, on the acquisition phases from development through production & deployment.
- Complies with all security directives & policies, with focus on reviewing companies for FOCI concerns.
- Applies a wide range of expert knowledge & experience to analyze complex interrelated issues of effectiveness, efficiency, & productivity & develops recommendations to solve problems through reprogramming & adjustment of schedules, funding, & the program participants.
- Serves as expert for reviewing & directing the progress of DAF technical points of contract, & the program office POCs & their management of contractors in meeting program objectives.
- Develops & implements strategies to increase commercialization & transition of programs.
- Takes appropriate actions to approve terms & conditions set in negotiations, contracting plans & budgets, subcontractor participation, & addition or discontinuance of work by the contractor.
- Represents the organization at executive levels within the Gov & to contractor/industry.

Required Qualifications
- United States Citizenship
- Ability to obtain and maintain a security clearance
- Must have at least one year of specialized experience at the DO-01/GS-11 or equivalent grade level

- Experience in program/project management or systems engineering
- Experience with program/project management to include hands-on oversight of the cost, schedule, and performance
- Experience with managing and executing a budget
- Excellent communication skills, oral and written
- Excellent critical thinking and problem-solving skills

- Utilizes, multidisciplinary professional engineering such as but not limited to aerospace, aeronautical, electrical, mechanical & systems engineering to provide technical oversight
- Establish plans, organize, direct, & coordinate the activities of functional specialists including contracting, financial & technical aspects of program control, & configuration/data management across the AF enterprise.
- Develops & modifies new methods, approaches or scientific knowledge to solve SBIR/STTR Life Cycle challenges
For 1101s
- Utilizes and applies multidisciplinary program management knowledge for assigned state-of-the-art projects/programs characterized with uncertainty & risk within cost, schedule, & performance baselines.
For 1515s
- Uses mathematical & statistical techniques, elements of operations research theory to independently recognize, develop, support, & implement strategies to increase commercialization & transition of portfolio programs/projects & to increase the overall efficiency of branch operations/processes
- Manages user & stakeholder experiences with data infrastructure, including optimizing processes & architectures to quickly/efficiently answer RFIs supporting standard reporting, facilitating internal analytical priorities, & producing guidance materials for use by analysts, researchers, & staff.
